(KZN.RU, June 4, Ksenia Shvetsova). Ilsur Metshin, the Mayor of Kazan, instructed to develop the technical specialization in teenage clubs of Kazan today at the Business Monday. He noted the importance of the fact that each club has its own direction, and urged teachers to conduct classes with children on recreational sports grounds in yards, parks, and other public spaces of the city.
Airat Faizov, the chairman of the Committee on Children and Youth Affairs, reported on the progress of capital repairs of teenage clubs in Kazan. He said that, 16 teenage clubs were overhauled in Kazan in the period from 2015 to 2017 at the expense of the republican program. This year 8 more institutions will be added to them. Another 3 objects were repaired this year due to municipal funds and extra-budgetary revenues of the association “Teenager”.
“All the emergency clubs have been repaired today. We would like to make 12 clubs more modern as well”, said A. Faizov. “Fortunately, the republican program is continued, and I think we will solve this issue to 2019”.
Also, 2 new teenage centers have opened in Kazan over the past three years. For example, the “Lemonade” received new premises due to the transfer of unused municipal and republican facilities to the institutions of the youth policy. This year, also the first teenage center in Derbyshki with the test name “Laser” will open under this scheme. The network of teenage centers increased by 10%.
Renovated and equipped clubs attract more and more children and adolescents, noted the speaker. After repair, the number of people involved in clubs is more than 5 thousand.
Renovation of the material and technical base led to the reform of the educational process in youth institutions: seven branches of the MBU “Teenager” and 58 clubs were transformed into 21 locations. A location is a few clubs, united on a geographical basis around one major center.
“The variety of sections does not affect the cost of additional education. Today more than 90% of the sections in the “Teenager” association remain free of charge, and extra-budgetary classes are conducted at prices on average 30-50% lower than prices in the city”, said A. Faizov.
Various projects are being implemented in Kazan on the basis of teenage clubs. For example, “SVOI” is a project on the prevention of juvenile delinquency, in which street work with “difficult” adolescents becomes more active. Today, this and other projects are working with almost 150 teenagers.
In addition, such projects as “Games of our yard”, the program for the development of technical creativity “Molotok”, and many others are realized on the basis of the club.
Ilsur Metshin, the Mayor of Kazan, expressed the opinion that there are not so many subjects in the country where such attention would be paid to institutions of additional education.
“Teenage clubs in Kazan appeared in a very difficult time in the 80s as an alternative to the “Kazan phenomenon”, the establishing groups in the city”, recalled I. Metshin. “All these years, clubs pulled young people from the street, from the negative impact that entails the unemployment of children”. The head of the city also noted that the republican program managed to solve the problem of clubs repair.
“We can not just to repair these teenage clubs, we can have individual design decisions of each club. But all these new design solutions and major repairs would not have such success without reconsidering the work process in every club. It's very good that a decision has been made about the specialization of each individual club. Different classes for every taste of our children will allow each of them to find a cause their like”, said the Mayor.
The head of the city urged to pay special attention to technical specialization on the basis of the city's leisure facilities. “Not only sports, creativity, games, but also the technical direction needs to be developed. We need our clubs to face the time, the future”, said the Mayor.
He also noted the importance of the republican program for the construction of multipurpose sports grounds including in the territory of teenage clubs. Thanks to this, new directions appear in the institutions, for example, work-out. The Mayor urged to master these territories and conduct classes with children. “We need the children to feel themselves owners of these sites and learn to cherish all that we today have overhauled and created to provide new conditions for their education”.
