In Kazan, more
than 1 million 250 thousand square meters of housing were commissioned in 2021,
and in 2022 it is planned to build up another 960 thousand square meters.
To date, the
capital of Tatarstan ranks 3rd among the cities with over a million population
in terms of Housing Quality Index – after Moscow and St. Petersburg, and 4th
according to the indicator of commissioned housing per resident. “The main
indicators of the well–being of citizens are volume of housing construction,
the birth rate and life expectancy”, - Kazan Mayor Ilsur Metshin said today at
the XIII session of the City Duma.

defrauded homebuyers

Nigmatzyanov, the first deputy head of the Executive Committee, noted that in
accordance with the General Plan of Kazan adopted in 2020, the programs for the
integrated development of the infrastructure were clarified. In addition, Kazan
has become the only city with over a million population in Russia in which the
Rules of Land Use and Development were updated in 2021.
The city solved
the problem of long-term construction and completed the implementation of a
number of major infrastructure and social projects. In 2021, 9 residential
buildings for 1,417 apartments under the subsidized mortgage program were
commissioned in Kazan, as well as 7 residential buildings for 2,959 apartments
under the program for the protection of defrauded housing equity holders. Two
hundred facilities of various purposes have been built.
According to
A.Nigmatzyanov, before developing a particular territory, the Department of
Architecture and Urban Planning of the Executive Committee of Kazan considers
and approves the project of planning and demarcation that involves housing,
social institutions, utilities and transport infrastructure facilities. In
general, 24 territory planning projects for 905 hectares were approved in the
city last year, 837 architectural and urban planning appearance of objects were
approved, 887 certificates of conformance were issued for underground utilities
networks, 361 permits for the construction of facilities, 357 permits for the
commissioning of facilities.

In 2022, it is
planned to introduce about 960 thousand square meters of housing. In addition,
two schools are being built at S.Khakima and R.Gareeva streets, a kindergarten at
Adoratskogo st., the hospital of the Russian
Ministry of Defense, the IT park on the territory of the former Spartak shoe
factory and other facilities.
A.Nigmatzyanov
also said that it is planned to reconstruct gymnasium No.18, as well as to
renovate 6 schools and 5 kindergartens, build a branch of the city children's
polyclinic No. 6 in Derbyshki and 3 multi-purpose sports grounds.

The Deputy Head
of the Executive Committee emphasized that due to the difficult economic
situation, measures were taken to support the construction industry for the
implementation of the Housing and Urban Environment national project. Thus, the
terms of consideration of the planning documents and the timing of public
discussions have been shortened, the coordination of the architectural and
urban appearance of the object and the consolidated plan of underground utilities
systems has been canceled, 60% of mandatory requirements for compliance with
urban planning design standards have been canceled.
“In the present
situation, the main task is to avoid the shutdown of construction of
residential buildings and at the same time to prevent the emergence of defrauded
housing equity holders”, - said the deputy head of the Executive Committee.
I.Metshin reminded
that the day before, as part of the anti-crisis headquarters, he held a meeting
with representatives of the construction industry and discussed with them the
most acute issues in an open dialogue. “In the present economic conditions, we
keep abreast of changes. We need to keep the pace of housing construction
development. For this purpose, a federal package of anti-crisis measures have
already been developed”, - the Mayor concluded.
