In eight years
of the Federal program, 6,798 large families in Kazan obtained land plots. One
of the most challenging issue remains the provision of necessary infrastructure
– electricity, water, gas, roads and social facilities. The federal program is
needed to solve this issue, which is relevant in many Russian cities and
regions, according to the Mayor of Kazan Ilsur Metshin.
From the beginning of 2020,
557 large families have selected land plots
Since 2011, measures to provide large families with
free land plots have been implemented. 14,687 families have the right to obtain
a land plot free of charge, said Renat Galyautdinov, Chair of the land and
property committee.
“To date, since the beginning of the program, land
plots have been selected by 6798 families. The total area of the plots is 4 million
256 thousand 407 sq.m.”, - R.Galyautdinov reported. From the beginning of the
year, 557 families have selected land plots with a total area of 336,801 sq. m,
206 families refused the proposed plots, he added.
In March last year, the distribution of two federal territories,
located in the Dachny settlement and the Yash Kech village in the Vysokogorsky
district, began.
“We need a national program to provide infrastructure
for these territories”
The issue of developing municipal infrastructure
remains challenging. "As the number of citizens who have already obtained
land plots increases, the issue of providing these plots with access roads,
electricity, gas and water remains open,- said the Chair of the land and
property committee. – This is the case when our authorities are not ensured
with a source of funding”.
Ilsur Metshin agreed that this issue remains relevant
throughout the program. “Providing communications and infrastructure is an
insurmountable obstacle for us as a municipality, - the Mayor said. – We use any opportunity to
contact the Federal authorities to inform on this issue. We need to adopt a
national program for providing infrastructure for these territories. This is
very important both for the country and for demographics. We have developed many
initiatives, and we were heard at the highest level, the decisions were made.
We hope it will be the same this time”.
To date, in compliance with the requirements of
Federal legislation, programs have been approved for the comprehensive
development of municipal infrastructure systems. The implementation of these
programs, according to R.Galyautdinov, will allow us to solve the issue of network
supply for land plots gradually.

To reduce the shortage of land, work is underway to develop
additional plots on previously assigned territories. This year, the project of
planning and surveying of the previously distributed territory in Sokury was
approved. In addition, according to the Chair of the land and property committee,
the introduction of a Federal land plot in the Vysokogorsky district continues.
“I remember how hard we tried to provide plots for the first thousand families
who applied for participation in this program. But, nevertheless, almost 7
thousand families will be provided with land plots soon – this is impressive,- commented I.Metshin.– We appreciate everyone who
participate in it. First of all, Tatarstan President Rustam Minnikhanov and
colleagues from the government. We will continue to work together”.
