examination in Kazan was 100%. It is also planned to achieve the same high
rates of implementation of professional examinations among the adult
population. This year a new procedure comes into force, according to which the
clinical examination of citizens from 18 to 39 years will be held once every 3
years, and every year for people 40 years and older. Kazan citizens gradually
get used to regular medical examinations, which makes it possible to identify
dangerous diseases in time and more effectively treat them. Ilsur Metshin, the
Mayor of Kazan, said this today at the Business Monday. He urged citizens to
take a medical examination in time.
In 2018,
245596 children passed a clinical examination in Kazan, reported Ilnur
Khalfiev, the head of the Health Department of the Ministry of Health of the RT
for Kazan. Respiratory diseases take the first place in the structure of the
prevalence of diseases for children (40%). This is due to the spread of ARVI, he
said. Diseases of the organs of the gastrointestinal tract are the second most
common diseases for children (11%), diseases of the musculoskeletal system and
the musculoskeletal system are the third.
In the
course of clinical examination, 237899 cases of diseases were registered, of
which 61% were detected for the first time. 103200 children are under the
dispensary observation, of which 40680 are put on the dispensary account
according to the results of the examination.
According
to the order of the Ministry of Health of the RF, clinical examination is
carried out for orphans and children left without parental care, including
adopted children. In 2018, 1180 children from this category were examined,
which is 100% of the plan.
“According
to the results of clinical examination, 295 children received rehabilitation,
and 215 people received sanatorium treatment”, said I. Khalfiev. “The annual
medical examination plan for 375 orphans and children in difficult life
situations who are in stationary conditions has been implemented fully”.
This year,
the work continues. In the first quarter of this year, doctors have already
examined 75208 children.
The general
clinical examination of the adult population has been implemented since 2013.
It takes place in 2 stages. At the first stage, a screening examination is
carried out, after which patients with identified abnormalities are sent to the
second stage of the clinical examination.
In 2018,
doctors examined more than 172 thousand people in Kazan. As a result, 96436
diseases were registered. More than 10 thousand cases were detected for the
first time, preliminary diagnoses were established in 22 thousand cases.
Patients were referred to the second stage of clinical examination to clarify
the diagnosis.
Diseases of
the cardiovascular system are leading, 41.3% among the identified ones.
Diseases of the endocrine system are in second place (19.4%) and digestive
organs in third place (13.1%).
“Today
there is an understanding from the population that medical organizations are
doing a great job. And we see positive results: in the first quarter of this
year, the implementation of the network schedule is 100%”, noted the speaker.
All regions
of the country have been tasked to increase life expectancy to 78 years, to reduce
mortality from cardiovascular system diseases by 24%, to ensure that all
citizens are covered by preventive medical examinations at least once a year,
reminded the speaker. According to the national project “Healthcare”, the
coverage of the population with clinical and preventive examinations should
increase all the time. In 2019, it should be 41.8% of the population, and in
2024, it should grow to 70%.
“To date, a
new order has been signed by the Ministry of Health of the RF. According to it,
a clinical examination of citizens from 18 to 39 years old will be held once
every 3 years and annually for the citizens of 40 years and older”, said I.
Khalfiev. Regulatory acts are being formed in the new order of clinical
examination in the RT, he added.
“We welcome
this decision, because there is nothing more valuable than people's health. And
saving the health of the population is one of our priorities”, said Ilsur
Metshin, the Mayor of Kazan. “People gradually get used to the annual
preventive inspections. We remember how hard it was in the early years. It is
very important to pass medical examinations. Early detection of diseases allows
treating them in a timely manner and continue a healthy life. We are closer to
a life expectancy of 78 years than many other cities, but the amount of work is
still large”.
At the end
of the report, I. Khalfiev reminded that annually the participants and invalids
of the Great Patriotic War, blockade, and former juvenile prisoners of fascist
concentration camps pass a mandatory medical examination. Medical examinations
of these categories of the population, which is carried out at home mainly, are
completed by medical organizations by April 30.
