(KZN.RU,
May 13, Alena Miroshnichenko). Compensation of up to 1 thousand rubles for
low-income residents of Tatarstan during the transition to digital television
is provided by the decision of Rustam Minnikhanov, the President of the RT.
Kazan will fully switch to digital television on June 3. Rifat Khannanov, the
head of the Directorate of Information Technology and Communications, told
today at the Business Monday how the capital of Tatarstan is preparing for the
transition to digital television.
He reported
that from April, a scheduled inspection of the readiness of antennas of
apartment buildings for disconnecting the analog signal was taking place in
Kazan. “As of May 6, 250 apartment buildings have been switched to receiving
digital television. Separate work is carried out in terms of informing
residents of apartment buildings, where the home antenna does not allow
receiving digital television”, he explained. Experts talk about the need to
purchase equipment for receiving digital television signals and assist in
setting it. “These activities allow identifying problem zones of digital signal
reception, carrying out maintenance work on repairing antennas, as well as
working out citizens’ applications in advance and minimizing their number after
disconnecting the analog television on June 3”, he said.
“Residents
of apartment buildings with a common-house system of collective television
reception can apply for a connection to digital television through the “Open
Kazan”. Experts will check the TV for the reception of digital broadcasting,
help in setting it up and will repair the common house equipment of the systems
for collective reception of television if necessary”, said R. Khannanov. He
also noted that there are apartment buildings in the city, the construction of
which did not include the network of the collective television network, or
houses whose residents refused to use such a system. It is possible to restore
or build a common house antenna by the decision of the general meeting of
homeowners, as well as by entering into an agreement with a contracting
organization.
In
addition, 218 volunteers were trained for helping residents to set up consoles.
You can contact them through the United Federal Information Center: 8 (800)
220-20-02.
R. Khannanov
paid special attention to connecting a digital signal in the settlement of
Kazan. “There are no common antennas in private households. In addition to a
digital TV set, or a TV and a set-top box, residents also need to purchase an
extra antenna”, he said. Residents can check whether the TV receives a digital
television signal on the website.
In order to
switch to digital broadcasting, it is necessary to clarify whether the TV
supports the DVB-T2 digital standard. This information can be found in the TV
passport, on the website of the Radio and Television Transmission Center by
brand name and TV model. If the TV supports this standard, then in order to
view the channels in digital format, residents of apartment buildings need to
connect the TV to the general house system of collective television reception,
private household owners to the antenna. If the TV does not support it, you
need to purchase a DVB-T2 console. The transition to digital broadcasting will
not affect subscribers connected to paid cable television networks, IP
television, satellite television, as well as broadcast television subscribers
who do not have the letter “A” on their television screens. This means that the
switch to digital broadcasting occurred automatically.
Step-by-step
instructions for setting up digital television reception can also be found on
the websites of the Kazan City Hall, the Ministry of Information and
Communication of the RT, the Radio and Television Transmission Center of the
RT, on social networks, on information stands and elevators of apartment
buildings, in institutions of culture, education, health and social protection,
in reception areas of administrations of city districts, in public transport,
shopping centers, and in pharmacies.
R.
Khannanov told about the list of privileged categories of citizens who receive
compensation. It includes large families and families raising disabled children
with an average income below the subsistence minimum per capita; lonely
pensioners over 70 years old with an average income of less than 20 thousand
rubles a month per capita; disabled people living alone with an average income
of less than 20 thousand rubles a month per capita. “These categories of
citizens will receive up to 1 thousand rubles for the purchase of digital
set-top boxes and antennas”, marked R. Khannanov. You can apply for
compensation and clarify the necessary list of documents in the social security
offices and in the United Federal Information Center at 8 (800) 220-20-02.
The speaker
also noted that within the framework of the celebration of the 74th anniversary
of the Great Victory, specialists of the Kazan Executive Committee organized
targeted assistance to the participants of the Great Patriotic War and analyzed
the needs for providing the necessary equipment. “Thanks to the support of the
PAO “Tattelecom” and the heads of district administrations, 5 consoles were
presented and configured on May 8. The works will be continued. In total, 41
participants of the Great Patriotic War need support”, said R. Khannanov.
Ilsur
Metshin, the Mayor of Kazan, noted that citizens know about the transition that
is taking place all over Russia, but it is important not to stop reminding
about it. “The main work is done by the Office of Information Technology. But
it will be difficult to carry out this work within the designated time frame
without the Committee of Housing and Communal Services, management companies,
heads of districts. I ask everyone to keep this work under control”, the Mayor
addressed his colleagues.
Earlier,
Kazan residents could watch from 3 to 10 TV channels for free in analog format.
Due to the transition to digital television, residents will be able to watch 2
multiplexes for free, which consist of 20 publicly available television
channels in digital quality. According to the Radio and Television Broadcasting
Center of the RT, Kazan is 100% covered by the digital broadcasting signal.
