system “Electronic Queue” in the administrations of all districts, as well as
structural subdivisions of the Executive Committee, which provide the most
popular municipal services, may amount to 30 million rubles a year. Rifat
Hannanov, the head of the Information Technologies and Communications
Department, reported this to Ilsur Metshin, the Mayor of Kazan, today on the
Business Monday.
He said
that the service will allow citizens to make an appointment through the portal
of the municipal formation and reduce the waiting time for receiving services.
In addition, users will be able to view the status of the appointment through
their personal account. This system has been operating in the Kirovsky and
Moskovsky districts’ administrations since March 2016. Residents can register
for an appointment in 4 departments, providing 28 types of services. “Given
that in 2016, the administration provided almost 13,000 services, the economic
effect is 1 million 300 thousand rubles”, said R. Hannanov. According to him,
the economic effect could amount to 30 million rubles a year with the total
cost of implementing 3.5 million rubles for the introduction of the “Electronic
Queue” in all administrations of the Kazan districts, the Department of
Architecture and Urban Development, the Committee for Land and Property
Relations.
As R.
Hannanov said, the introduction of the system “Electronic Queue” is one of the
directions of the city program for the development of information technologies
and communications “Electronic Kazan” for 2017-2019. The program was approved
by the resolution of the city's Executive Committee and is aimed at solving a
number of tasks related to informatization of Kazan.
The speaker
noted that half of the services provided in the city will be submitted
electronically as part of the program by the end of 2019. 11 such services are
available today. It is planned to translate the possibility of enrolling
children in kindergartens and issuing archival certificates, extracts and
copies of documents in electronic form in 2017.
Also one of
the objectives of the program is to increase security at social facilities and
organize video surveillance in public spaces. R. Hannanov said that today video
surveillance is already organized in 12 parks and squares of the city, and this
work will be continued. It is also required to organize a full monitoring of
the security state at 782 social infrastructure facilities. Until the end of
2019, it is necessary to equip all objects with video surveillance systems,
automatic fire alarms, warning and evacuation control systems, and console safeguarding.
The head of
the profile administration gave Moscow as an example where the city budget
finances no more than 7 video surveillance systems cameras in preschool educational
institutions and no more than 15 ones in schools. “This number is sufficient
for competent planning”, said R. Hannanov. The institution can install
additional cameras at the expense of extra-budgetary sources.
Also,
according to the speaker, it is necessary to connect all social objects to the
optical fiber. At present, 164 objects in the city are connected to optics.
This will solve the problem of data transmission channels.
R. Hannanov
noted that the program “Electronic Kazan” is being developed. The section that
defines the development of communication technologies in the city's territory,
taking into account the growing need for high-speed data transmission, is
currently being finalized.

According to him, it is necessary to clearly prioritize the implementation of
the program and translate the maximum number of services into an electronic
form.
