March 17). The development of the master plan was discussed in the Kazan
Executive Committee today. The participants of the meeting, which was chaired
by Ilsur Metshin, the Mayor of Kazan, worked out a number of topical issues,
significant for the creating document, which determines the further development
of the city.
Oleg
Grigoriev, the first deputy director for production issues of the SUE “General
Plan Institute of Moscow”, told the Mayor about the stage, at which the
development of the master plan is now. He reminded that in the development of
city planning documentation (local standards for urban planning, master plan,
land use and development rules and the Project for protection zones for
cultural heritage sites), a large amount of information on the situation in the
city was analyzed. For example, the data of mobile operators, which allowed
determining the boundaries of the “real city”, were processed, traffic movement
was analyzed using a transport laboratory, and population surveys were
conducted, etc.
Simulated
mathematical models of various components of the urban system were developed,
including the transport model. Four variants of the city development concept,
developed with the participation of local architects and urban planners, were
analyzed with the help of these models, and the final concept of Kazan's
development was worked out. It was reviewed and approved at the meeting of the
Commission for the development of the master plan. According to this concept,
the integrated development of the city's territories, the further
infrastructure development, the environmental friendliness and polycentric
development are among the basic principles of Kazan's development.
The
following issues were discussed at the meeting: the transport issue, including
the development of suburban railway transport, underground, etc., the issues of
the street-road network, parking spaces, the balance of accommodation and urban
housing. All these topics were considered taking into account the adopted Local
standards of urban planning and in conjunction with other city planning
documents.
Denis
Kalinkin, the head of the Executive Committee, Rustam Nigmatullin, the first
deputy head of the Kazan Municipality, Azat Nigmatzyanov, the first deputy head
of the Executive Committee, Vladimir Fomin, the head of the Department of
Architecture and Urban Development, Tatiana Prokofieva, the chief architect of
Kazan, and Timur Kadyrov, her deputy, took part in the meeting.
