streets of Kazan since the beginning of the winter period. This is 25% more
than the same period last year, reported Igor Kulyazhev, the deputy head of the
city's Executive Committee and the chairman of the Committee of improvements,
at today's Business Monday. Ilsur Metshin, the Mayor of Kazan, expressed
dissatisfaction with the quality of yards’ cleaning and instructed the heads of
districts’ administrations of the city to carry out patrols in person and
organize help in cleaning roofs for lonely elderly people living in the private
sector.

Kulyazhev reported that 169 mm of precipitation has fallen since the beginning
of the winter period, which corresponds to 118% of normal. Half of norm of
precipitation in February fell for the past week. “The work of road services
was organized around the clock, the average daily output of machinery amounted
to 575 units, and this number increased to 650 units in the days of worsening
weather conditions”, reported I. Kulyazhev. According to him, more than 450
road workers and 45 small-scale mechanization equipment units are aimed at
clearing sidewalks and stopping areas. In total, 70 tons of snow were removed
in the past week. Its utilization is carried out on 6 stationary snow-melting
points and 13 places of temporary accommodation.

tons of deicing material were used for deicing treatment of roads over the past
week. Since the beginning of the winter period more than 75 thousand tons of
the material were spent. As deputy head of the Executive Committee noted, there
was not any accidents on road facilities, traffic was not stopped. “Given that
February and March are characterized by heavy snowfalls and blizzards,
contractors are tasked to consider all the shortcomings and provide the
normative content of the roads”, said I. Kulyazhev.
Iskander
Giniyatullin, the deputy head of the Executive Committee and the chairman of
the Housing Committee, has reported on yards’ cleaning. According to him, 70%
of the yards are in good condition for today, work will continue until full
cleansing. I. Giniyatullin noted that the timely cleaning of roofs from snow,
icicles and ice dams is a critical task. “371 applications of cleaning roofs
entered the system “Open Kazan” over the past week in the snow conditions. This
number rose to 45% compared with the previous week”, said the chairman.
According to him, all applications are under control until full cleansing.

Giniyatullin also outlined the problem of the cleaning of illegally constructed
balcony canopies. According to him, 4 cases of ice falling on cars parked near
the houses have already been recorded this season. “For the timely cleaning of
balconies, you must address the management organization, serving the house”,
said the chairman of the committee.
Over the
past week, the Health Office of the MoH in Kazan has recorded 75 complaints
about the street injuries on the local area, which is almost a third less than
the previous week. According to I. Giniyatullin, 2103 such complaints recorded
since the beginning of the winter season, which is also less than in the same
period last year. “In general, the number of accidents, associated with the
content of houses adjoining areas and roofs, decreases”, marked I.

Metshin noted that there is a criticism about the cleaning of territories near
houses. “Work is not organized at the appropriate level”, stressed the Mayor of
Kazan.
The heads
of district administrations reported that there are some problems in yards’
cleaning. In particular, the lack of janitors and unorganized parking, which
make it difficult to use large cleaning equipment. I. Metshin noted that
patrols should be carried out, to meet with the heads of houses, conduct
explanatory work. “We know in advance that there will be snowfall. We should be
fully prepared to meet it”, said the head of the city.
In
addition, the Mayor of Kazan instructed to intensify work on the acquisition of
small-scale mechanization equipment under leasing schemes. “There won’t be more
janitors. Work with the population and techniques’ mobilization is our
tomorrow”, said the Mayor and ordered to clear the remaining yards until the
