The meeting of the board of the Investigative Committee of Russia on RT was held in Kazan

(KZN.RU, January 26). The expanded meeting of the Investigation Department of the Russian Federation Collegium of the Investigative Committee on the Republic of Tatarstan about the summing up of the work for 2016 and tasks for 2017 was held at the Kazan City Hall. Rustam Minnikhanov, the President of Tatarstan, Farid Mukhametshin, the chairman of the Tatarstan State Council, Ilsur Metshin, the Mayor of Kazan, and others attended the event.

Pavel Nikolaev, the department head, delivered the main reports. “The current situation requires us to fully mobilize forces, rapid reaction to emerging threats”, said P. Nikolayev. He noted that most of the Investigation Department staff worked the last 2016 with such attitude. “It is no wonder that the intensity of the work, load on the investigators continue to grow”, said the head of department. More than 10 thousand reports of crimes were registered in 2016, which is 5% more than in 2015. Over 5 thousand criminal cases were initiated by them, 6 thousand crimes investigated, half of which are serious and very serious.

“Last year, 146 participants and leaders of organized criminal organizations appeared before the court”, said the head of the Investigative Committee of Russia on the RT.

P. Nikolaev dwelled on the theme of the negligence of doctors. “Eight criminal cases were sent to court, pre-trial investigation is continuing on a number of cases. It should be noted that the work in this area has intensified considerably after the establishment of specialized expert division in the management. Highly qualified experts allowed to identify a direct link between medical care defects and death of the patient in some cases. We will continue the further development of the expert division in the coming year”, said P. Nikolayev.

Rustam Minnikhanov supported the work of the investigators in the investigation of criminal cases on criminal negligence of republican doctors. “Over the past year 40 facts of criminal negligence of health workers were recorded in the republic. These phenomena cause a sharp negative reaction in the society. I support the work of agencies to investigate this category of crime. I believe that it affects people's lives, and the law enforcement’s task is to respond to all cases of neglect of health workers, as a result of which people could lose their health, and sometimes even life”, marked the President.

Addressing the participants of the meeting, R. Minnikhanov noted that the past year was quite successful for the republic, despite all the difficulties in the global economy. “The volume of industrial production amounted to 103.6%, the gross regional product - 102.5%, the volume of housing construction, investments in fixed assets were within the limits that were previously identified by us, and most importantly we have fulfilled all social obligations”, said the President.

“Stable economic situation allows us to solve our main problem: improving the quality of citizens’ life. More than 30 national programs of construction and repair of social and infrastructure facilities are implemented for this purpose, and comfortable conditions for the life and work of our citizens are being made. Of course, the law enforcement agencies have contributed to the socio-economic development of the republic, including the Investigative Department of the Investigative Committee of the Russian Federation on the RT”, said R. Minnikhanov. “Speaking about the results of ministry, I notice an increase in the efficiency and intensity of the work of investigators and their active engagement with the authorities of the republic and colleagues from other government departments”.

The President noted good results in the disclosure of high-profile cases, which is of great social importance. This is the fire and deaths in the shopping complex “Admiral”, the illegal actions of the management of Agryz heating networks, tax evasion and others.

“The Investigative Department of the RT holds a leading position in the ranking of the territorial department of the Investigative Committee of Russia”, stressed Rustam Minnikhanov. “All of this testifies to the high effectiveness of the department”.

At the end of the year, the republic was able to reduce the growth of crime by 5.5% due to further adopted security measures, but the overall crime rate is still quite high, believes Rustam Minnikhanov. More than 48 thousand crimes were registered in the republic in 2016, which is 3.5 thousand more than in the previous year. The proportion of serious and very serious crimes remains high.

“The task of collection of tax payments has not lost its relevance”, said Rustam Minnikhanov. “The effectiveness of the tax authorities, in cooperation with law enforcement authorities, has increased significantly, and we can see it. Many taxpayers and criminals take operational decisions to close their debts when it comes to the Investigation Department. This work must be continued, and I beg to draw attention to the work with the tax authorities”.

Moreover, the President noted that it is necessary to create the most favorable conditions for the conscientious entrepreneurs to do business and at the same time to put a barrier against fraudsters. It was possible to reduce the planned inspection of business in recent years; changes to the legislation were made.

“Investigating authorities also must to respond promptly to the abuse by the control and supervisory bodies, preventing legitimate business”, said R. Minnikhanov. He drew attention to the need for prudence with regard to the criminal businessmen prosecution.

Also, the President noted that the fight against corruption is a significant direction of agency work. According to him, it was possible to bring to fruition a number of cases involving crimes officers, which had plundered budget.

“In view of the complicated international situation and irreconcilable position of Russia on terrorism, our task is to protect people, especially young people, from being drawn into terrorist groups”, said Rustam Minnikhanov. “It is necessary to strictly prevent any manifestations of terrorism and extremism. To prosecute not only the direct perpetrators, but also those who contribute to the commission of such crimes”.

At the end, Rustam Minnikhanov thanked the department staff for their service and wished the Investigative Directorate of the Investigative Committee of the RT to be pace-makers, leaders across the country.
