January 26, Alsu Safina). 7 objects have been further renovated in 2016 thanks
to savings on the basis of the overhaul program of apartment houses, and
additional work was performed in 31 houses, which were participating in the
program. Iskander Giniyatullin, the deputy head of the Executive Committee and
the chairman of the Housing Committee, reported this today to Ilsur Metshin,
the Mayor of Kazan, summing up the past year.
The speaker
reminded that the 165 apartment buildings totaling 1.45 billion rubles were
repaired in 2016 in the overhaul program. “In the past year, savings in the
amount of 45.3 million rubles were obtained. Additional items have been
included in the program due to this”, said I. Giniyatullin. As an example, he
cited the restored house №7 on the Lebyazhye Lake Street, which is located on
the shore of Glubokoe Lake. The coastal slope under this and the neighboring
houses was fortified in the amount of 10.7 million rubles. Bearing capacity of
foundation and the integrity of the walls were restored in total amount of 18
million rubles in houses №1, 9 on the Novatorov street.
This year,
it is planned to overhaul 244 houses, in 2018 - 270, in 2019 - 291. As I.
Giniyatullin explained, this is preliminary numbers. The program will change
with the inclusion of measures to transfer the houses to the individual heating
units.
In addition,
maintenance was carried out in 1044 apartment buildings in the amount of 523.34
million rubles last year.
Speaking of
social facilities, the deputy head of the Executive Committee reminded that the
17 schools were repaired in the amount of 415.08 million rubles and 3
kindergartens in the amount of 87.06 million. Measures to create a
“barrier-free” environment were carried out under the program “Available
environment” in 3 schools and 2 kindergartens of Kazan, and an elevator was
installed in the school №78 of the Privolzhsky district.
Also, 3
teenage clubs were renovated last year, and for 2 years of the program
implementation – 8 ones, and 5 yards, sweeping 25 apartment buildings, were
landscaped.
According
to the speaker, 205 plots of orphan heating networks with total length of 25 km
were referred to the operation of AO “Tatenergo” for the first time in Kazan.
I. Giniyatullin also noted that last year the AO “Kazenergo” reconstructed more
than 12 km of networks. “Over the past few years, we managed to solve a number
of problems of heat supply. The new heat line in the South Industrial Park was
built. Dilapidated heat lines in the streets Saidashev, Krasnogo Pozharnika and
in the Staro-Tatarskaya Sloboda were shifted, intra-circuit heating systems on the
street Korolenko in the Novo-Savinovsky district was changed. Modular boiler
house in the Voenny Gorodok-32 was built”, said the deputy head of the
Executive Committee.
He also
cited data on the “Open Kazan” system, which operates in over five years. More
than 1.5 million applications from residents of the city have been processed
during this time. As I. Giniyatullin noted 23 management companies, 220
contracting companies and 5 main resource-providing enterprises are in this
system now.
He said
that the committee has been working to reduce the time for the provision of
municipal services for the recognition of the dwelling unfit for habitation and
apartment house as emergency and subject to demolition or reconstruction. Now
normative term of the service is 30 days, in fact it takes place within 25
days. The task is to bring the review and decision-making up to 20 days. 197
applications for municipal services were discussed at a meeting of city
interdepartmental commission last year.
Also, 44
vacant illegally occupied municipal premises were identified during the
inventory of the municipal housing stock in last year. The number of such
facilities reached 261 for three years. 88 of them were renovated.

Abdulhakov, the chairman of the Housing Policy Department, also reported on the
results of operations for the 2016 year during the meeting.
“Systematic
work in the sphere of housing and communal services is carried out in Kazan.
This is the most complex industry after agriculture. But if the work is carried
out in the zone of risky agriculture in the village due to weather conditions,
in the housing sector, it is in the face of constant changes in the federal
legislation”, marked Ilsur Metshin, the Mayor of Tatarstan's capital,
commenting on the results of work in 2016.
