framework of the city program on crime prevention in 2016. The funds were used
for the repair of police departments and emergency rooms, the construction of
settlements in the administrative and residential complexes for policemen, the
opening of new points of public order support. Ilsur Metshin, the Mayor of
Kazan, said today that the city was able to do last year in the field of public
order and the safety of its inhabitants in the reporting meeting in the Office
of Ministry of Internal Affairs of the RT on Kazan, involving Artem Hohorin,
Minister of Internal Affairs of Tatarstan.
Ilsur
Metshin noted that the Kazan police ensured order and security at major
international events and town festivals throughout the year. “Each number has
long hours, days and months of hard work. Many of you are constantly risking
your lives, providing peace for residents. Residents and visitors felt safe
during all New Year’s holidays. No crime in a public place is the highest level
of the organization. Kazan is one of the safest big cities in Russia during
winter and summer. Thank you for creating the conditions for sustainable
development of the city”, said the Mayor.
According
to Alexei Sokolov, the head of the Office of Ministry of Internal Affairs of
the RT on Kazan, the last year has been busy, which however did not intrude
with improving some of the indicators. “At the end of 12 months, over 8.5
thousand crimes solved in the city, a quarter of them are serious and
particularly serious. The crime rate has decreased by 5% and amounted to 170
per 10,000 of population. Kills, intentional infliction of grievous harm, rape,
theft, robbery, willful destruction of property and hooliganism have become
less”, said the head of the Office.
Voluntary
people's guards, the number of which is more than 2.5 thousand people, provide
essential help to police. Alexei Sokolov noted that due to their support more
than 80 crimes were solved and about 3 thousand administrative violations were
prevented.
Ilsur
Metshin said that as the head of the city he sees his task in creating a
quality environment for the Kazan police garrison. “106 million rubles were
raised on various activities in the framework of the city program on crime
prevention in 2016. In particular, 19 million rubles - to overhaul the police
department “Aviastroitelny”, 30 million rubles - for the construction in the
settlements ARC and providing them with engineering services, plus another 11
million rubles from the republican budget and more than 1 million rubles of
extra-budgetary funds - to create working and housing conditions in them”, said
the Mayor. According to the head of the city, it is planned to repair 14 other
police points. In addition, the work of urban detoxification center will be
resumed this year, where major repairs have already been carried out and
installation is completed.
In total,
there are 89 public law and order points operate in the city. Ilsur Metshin
called it the achievement that today the full composition of their managers,
assistants and school inspectors is staffed. Public law and order points are
designed to relieve the police of its unusual features, in which they are very
successfully involved: employees of public law and order points made almost 15
thousand administrative reports for the previous year.
Ilsur
Metshin also told about the first results of the video surveillance program in
city yards, started last year. “This is our city’s initiative, federal and
republican funds are not provided. Today, video surveillance system has been
installed in the 62 residential blocks, covering 1270 blocks of flats with 4330
cameras. Also, 2.5 thousand cameras replaced in the municipal offices. We are
planning to install about 7000 cameras in areas of kindergartens, schools and
other municipal facilities in 2 years”, said the Mayor and outlined the problem
of this year: to set cameras for another 2 thousand apartment buildings.
Artem
Hohorin, the Minister of Internal Affairs of Tatarstan, said that half of all
cameras installed today in Tatarstan are Kazan cameras.
Surveillance
cameras are increasingly installed on public areas, 57 sites are already
equipped with 133 cameras. It is planned to cover with the video surveillance
36 pedestrian crossings, 12 sections of streets, which hindered the
implementation of the plan “Interception”, and 4 urban cemeteries.
In
conclusion, Ilsur Metshin congratulated the Kazan police garrison on the
successful completion of the year and awarded the best employees. “This year is
an anniversary for the urban internal affairs, which will mark the 40th
anniversary. We all have a lot of work for the Confederations Cup in 2017 and
the preparations for the World Cup in 2018. We must not allow the growth of
crime under any circumstances. I'm sure we can handle this, and everything will
be organized at a level worthy of the capital of Tatarstan”, said the Mayor.

Drozdov, the Kazan prosecutor, Vladimir Izaak, the deputy Minister of Internal
Affairs and the head of the Main Investigation Department, also attended the
meeting.
