residential complex “MChS” on Gubkin Street in Kazan will be completed before
the New Year. Ilsur Metshin, the Mayor of Kazan, who today visited the
construction site of the residential complex, said about it to the real estate
investors group of companies “Background”. In addition, it became known that
the city allocates land area of 1.5 hectares on the street Serov to solve the
problem of co-investors.
Azat
Nigmatzyanov, the first deputy head of the Executive Committee, showed to the
governor three apartments in one of the three entrances, which will be
commissioned tomorrow. Azat Nigmatzyanov said that a permit for the facility
will be issued, and then the residents of 78 apartments will be able to go to the
Registration Chamber and get the keys from the representatives of the “Fon”.
“The process has started”, said the first deputy head of the Executive
Committee.
Then, the
Mayor of Kazan spoke to co-investors. “Not as fast as we wanted, but we move”,
he said. “The first three entrances are completed on the eve of the New Year.
Questions with the networks on all five houses were set in the meantime. It was
important to pass these three entrances, because the network must work in the
operating mode. The management company will start operating these entrances
from tomorrow”. Ilsur Metshin thanked the company “Briz”, which took over most
of the load when entering these 78 apartments in houses of the residential
copmlex “MChS”. In addition, the company participates in the construction of
three houses in the residential complex “Symphony”.

Metshin reminded that at the request of Rustam Minnikhanov, the President of
Tatarstan, Igor Shuvalov, the first deputy chairman of the RF Government,
instructed to allocate part of the federal lands on Gubkin Street in the
republic ownership to solve the problem of co-investors. “11.2 hectares are
already fixed for this purpose. The territory of republican Ministry of
Emergency Situations is being “narrowed” on more 3.3 hectares. In total, 14.5
hectares will be used to solve the problem”, said the Mayor.
Co-investors
were further clarified the situation in other houses. 13.2% of the complex
apartments in the future should be transferred to the Ministry of Emergencies
of the RT. It will be about 18 thousand square meters. The subject is not
interesting to potential investors with such a burden. Profitability can be
considered sufficient if the 4 thousand square meters of housing will be
transferred to the agency. The consent of the republican Ministry of Emergency
has been received at the moment, the question referred to the federal
departments and the Federal Property Agency, said the head of the city to
co-investors. The object would be attractive to developers in the case of a
positive response.

Metshin also said to co-investors about the Decree of the President of RT
UP-1004 of 11.14.2016, which allows giving the land without bidding for housing
investors, participating in solving the problems of shared construction. The
Mayor said that he has decided to allocate 1.5 hectares of land on the street
Serov. “We have a new mechanism to attract investors for the completion of
houses without selling at auction. There are 17 remain on the GC “Fon”. The
President of the RT signed a decision about a plot of 1.5 hectares on the eve
of the New Year”, said Ilsur Metshin. The company, which will build on the
provided area, must send 100 million rubles for the solution of co-investors
problems.

Nigmatzyanov told co-investors that the meeting with Vasily Kudryashov, the
head of the Inspectorate of state construction supervision of the RT, to
address the technical aspects of continuing of the houses construction will be
held at the site almost immediately after the New Year.

Gafarov, the head of the Sovetsky district administration, Andrei Belyakov, the
director of the company “Briz”, Diana Akhmetzyanova, the director of the OOO
