Ilsur Metshin held an expanded meeting with the members of the Association of the Volga region cities

(KZN.RU, December 22). Ilsur Metshin, the Mayor of Kazan and the chairman of the Association of the Volga region cities (AVC), held a joint meeting of the working group on the balance of local municipal budgets, the optimization of the powers of local government of the District Advisory Board for the development of the local government and the AVC.

The meeting was held in the conference hall of the Main federal inspector in the Republic of Tatarstan in videoconference format. The Office of the Plenipotentiary Representative of the President of the RF in the Volga Federal District and members of the working group and the AVC took part in it. Welcoming the participants, I. Metshin informed about the changes in the leadership of a number of the association’s cities-members.

The head of Kazan outlined the main issue on the agenda: “The influence of local budgets on social well-being of the population in district municipalities”. I. Metshin noted that the budgets for 2017 have already been accepted in many cities for today and offered an exchange of views on the conditions, in which cities budgets were formed, how budget revenue sources have changed. “We need to discuss the most pressing issues to consider the results of our work in the future”, said the chairman of the AVC.

Oleg Fursov, the head of Samara, Yury Tyurin, the head of Izhevsk, Alexei Nikitin, the deputy head of the Saratov administration on economic issues, and others spoke about the first question. They shared their experiences on the formation of the city budget, spoke about the priority areas of expenditure and income, the urban areas of the economy, for which funds from the municipal treasury will be directed. “We heard the most significant challenges in the interventions, which are common to all municipalities”, said I. Metshin. The Mayor of Kazan marked that all proposals will be taken into account and sent to Mikhail Babich, the plenipotentiary representative of the Russian President in the Volga Federal District.

The participants of the meeting discussed the results of the working groups and associations, considered proposals on work plans for 2017. Lyudmila Andreeva, the secretary of the Kazan City Duma, Radik Shafigullin, the head of the Financial Department of the Kazan Executive Committee, Tatiana Ischenko, the head of the Regulatory and Legal Department of the Kazan City Duma, Albert Khabibullin, the chairman of the State Construction Committee and the Local Government of the Tatarstan State Council, and others participated in the event.
