The Kazan Management of outdoor advertising and information is 10 years

(KZN.RU, December 19, Mikhail Chentsov). Ilsur Metshin, the Mayor of the Tatarstan’s capital, congratulated the staff of the Kazan Management of outdoor advertising and information on tenth anniversary and handed a letter of gratitude to all the staff at the Kazan City Hall today.

The Mayor of Kazan said that he remembers well the beginning of the two thousandth's, when only 15 million rubles was received to the city budget from advertising of all over the city, and the capital was full of a variety of advertising designs that had adorned even against the background of historical monuments.

As you know, the process of bringing the advertising market to the civilized rules of the work was not easy: every company performed exclusively for the preservation of their own carriers to the detriment of other advertisers. The management of outdoor advertising and information under the guidance of Irina Dyabilkina undertook a very serious work. It was done on the basis of state standards, taking into account three important items: the ordering of the advertising market as a whole, bringing the outside appearance of Kazan in line with the European level (mainly, its historic center) and preservation of the advertising business, since it communicates directly with the city. The result of this approach was the document, which was developed in Kazan and is regulating placements of advertising structures, their appearance, design and model solutions, as well as the rules for electronic trading, which are transparency for all market participants.

The Mayor marked that the rate of budget revenues from outdoor advertising amounted to one billion rubles due to this. According to him, it was possible to achieve this result through teambuilding and leadership. “Fifteen million and a billion is a great difference. I am very grateful that we have passed this road together. Your experts have been working since the very start. It is a very large, very important indicator. And, of course, the phenomenon of the leader. Working as the Mayor not for the first day, I can say that Irina Dyabilkina is a great revelation for me”, said I. Metshin.

The Mayor also noted that it would be impossible to achieve such good results without the assistance of the Legal Department, the Prosecutor's Office, the Ministry of Construction, Housing and Architecture and the personal support of Mintimer Shaimiev, the first President of the RT, and Rustam Minnikhanov, the acting head of the RT.

The showing of the new types of advertising structures exhibition, which are already used in Kazan, was listed in the program of the anniversary celebration. “Did we dream that all these pylons and other modern design will be here as in the best European cities? And today, new types of advertising media, which meet modern international standards, are preparing for each new season. And, of course, it's your great merit that you go with the times, and so the people see the changes in the city”, said the Mayor to the management team.

Irina Dyabilkina thanked all the organizers of the festival, and colleagues from other institutions for their cooperation. “I am deeply honored to be here in this solemn building of the Kazan City Hall. The staff of our department always had honest and professional attitude to their work. The fact that our city becomes beautiful, attractive for tourists, that we ourselves begin to love it more and more, is our common achievement. One is as good as none”, said I. Dyabilkina.

Denis Kalinkin, the head of the Executive Committee, Ivan Kuznetsov, the deputy head of the Executive Committee for Economic Development of Kazan, Evgeny Varakin, the head of the Office of the Executive Committee, and other heads of departments of the Executive Committee took part in the festivities.
