(KZN.RU,
December 19, Anton Nozdrin). The introduction of paid municipal parking lots in
Kazan proves its effectiveness. The capacity of the main central streets of the
city increased by 18% over the year and a half of operation, the average speed
of movement - at 5 km/h. Aidar Abdulhakov, the chairman of the Transport
Committee, said this today at the Business Monday in the Kazan City Hall.
A.
Abdulhakov reported that there are 1708 parking spots organized on 57 areas of
the city. Average occupancy of parking lots is 50% in the current year.
According to experts, this number should not exceed 80-85% for space would
always be guaranteed. As the chairman of the relevant committee noted, Kazan
has areas with congestion in the 95-100%, as well as places with a minimum
load.
“We are
well aware that we were not to hear applause and joy by introducing paid
parking in the city center. This is a necessary measure, as well as the
restriction of traffic speed. We follow global best practices”, said Ilsur
Metshin, the Mayor of Kazan. “The numbers speak for themselves. The capacity of
our streets has increased by 18%”, added the Mayor.
Continuing
the theme of parking congestion, Aidar Abdulhakov noted that the developers of
the Integrated traffic management scheme recommended tariff change in the
direction of increasing and decreasing at a very low or, conversely, very high
load. As the chairman of the Transport Committee noted, the decision of the
Executive Committee to increase the rate to 70 rubles for the most sought-after
areas and decrease to 30 rubles for unclaimed is currently being prepared.
Ilsur Metshin said that pricing will vary, following the trends of development
of parking spaces in European cities. According to him, it will regulate the
occupancy of municipal parking lots.
