November 14). Reducing administrative barriers is one of the main tasks in the
work of the city authorities. Ilsur Metshin, the Mayor of Kazan, expressed this
opinion at today's Business Monday in the course of discussions of the Department
of Architecture and Urban Planning.
“One of our
priorities is reducing administrative barriers in all directions. It should be
the task of the tasks for us that all procedures, relating to appeals of
businessmen, citizens, businesses in Kazan, were transparent, understandable
and passed as soon as possible”, said the Mayor.
“All
documents that are being discussed, including development plan of land,
predetermine the development of the capital for decades further, and such
documents are not to be drawn on the knees, they must be calculated and
professional”, said the Mayor of Kazan. “At the same time there should be a
golden medium. It should not turn into a seven circles of hell”.
Vladimir
Fomin, the head of Architecture and Urban Planning Department, said that more
than 40 thousand documents have been received from e-government by their
management for the 10 months of this year: it is 11% more compared to the same
period last year and almost 2 times more than 5 years ago.
At the same
time, almost 26,500 documents were received directly into the Department of
Architecture and Urban Planning from the beginning of the year. This is 25%
more compared to the same period last year and also more than 2 times more than
in 2012.
In general,
document management has more than doubled (112%), from 18 thousand 973 to 40
thousand 152 appeals over the past five years. The number of complaints,
received by e-mail of the management, increased nearly 2.5 times over the same
period.
Vladimir
Fomin drew attention to the fact that citizens’ appeals are more than 47% of
the 12 thousand 585 documents, directly received by the management this year.
Appeals on harmonization passports of outdoor media take first place (16.8% of
the total), the second - the assignment of addresses (11.4%), and the third -
the redistribution of land (8.1%).
“The
increase in the number of appeals related to changes in the current
legislation, new requirements to the statement of objects and topographic
surveys, popular land redistribution process”, said the speaker.
The number
of applications for the extradition of development plan of land grew by 54.8%
in the first three quarters of this year compared to the same period last year:
from 1092 to 1691. “The main reason for this significant increase was the
termination of registration in the Office of the RT Rosreestr on “dachnaya
amnesty” of individual residential houses, built without a building permit
(issued only in the presence of the development plan of land) from January 1,
2016”, said V. Fomin. In addition, since September, the capital construction
objects, built without a building permit, taking into account the clarification
of federal agencies, generally cannot be put on the cadastral registration.
V. Fomin
noted that with the adoption of administrative rules on granting municipal
service for issuing the development plan of land (from 26.01.2015 №280), any
documents will no longer be required to obtain it, including drafts proposals.
The development plan of land approval process is greatly simplified in 2016.
“Today we went out on the terms of coordination and approval from a week to two
weeks on average”, said V. Fomin.
In
accordance with the amendments to the Urban Planning Code of the RF from
07.01.2017, the development plan of land no longer be approved and will be
issued at the request of owners. The owners of land will be able to avoid in
the future all possible problems with the construction and registration of
objects, considering that the new form of the development plan of land,
approved by order of the Ministry of Construction of Russia, now contains
nearly all the construction data for the designing (security network area, the
effect of other restricted zone, technical conditions and the connection point
to the grid).
The
question of land redistribution also occupies a prominent place in the appeals
of citizens in recent years. This procedure is the increase of land, located in
a private property at the expense of land, which does not have independent meaning.
Since March
1, 2015 1282 applications were received in the Architecture and Urban Planning
Department on this issue, for 10 months of 2016 - 1815. The total area of
plots, designed as a result of the redistribution procedure, amounted to almost
185 thousand square meters, said V. Fomin.
To
standardize, facilitate and expedite the work with the population, since
February 1, 2016 the Department has improved the system for maintaining the
archives of preliminary proposals of capital construction projects in the Map
Editor unified electronic database. It includes information on the location of
the object, purpose, graphics conceptual proposals, legal documents, brief
information about the builder and designer. The following year, an electronic
database will make the archive accessible to a wider range of users and will
significantly reduce the time of preparation.
In
addition, the department continues to develop and improve the administrative
regulations. One of the latest innovations in this area is the administrative
regulations of the Kazan Executive Committee of municipal services on agreement
of architectural object shape (designed and reconstructed objects of capital
construction, entrances and facilities landscaping), which came into force on
27.10.2016. It will make the negotiation process as transparent as possible,
improve the quality of decisions for the consideration of preliminary proposals
and provide a more rigid design continuity of decisions, taken at the sketch
stage, in the working design.
