I. Metshin: “The program “Housing for citizens” continue to work”

(KZN.RU, November 1, Alsu Safina). Kazan deputies will monitor the implementation of the program “Housing for citizens”, which adopted by the decision of the Kazan Executive Committee from August 5, 2016. Ilsur Metshin instructed the Executive Committee to take measures to ensure that no participant, which is standing in line, will lose the opportunity to improve his living conditions as a result of re-registration documents in connection with cancellation of the Kazan City Duma solution on July 4, 2007 “On the program “Housing for citizens in 2007 -2027”.

Marsel’ Abdulhakov, the head of MKU “Housing Policy Management”, explained that the municipal programs are approved by the executive body of the municipality in connection with changes in legislation. The program “Housing for citizens”, adopted by the Executive Committee of Kazan, is similar to the earlier program “Housing for citizens on 2007-2027”, which was adopted by decision of the Kazan State Duma, and thus, the decision from 4 July, 2007 shall be canceled.

“The program, which we approved 9 years ago, works and produces results. Today, we do not close the program, it will continue work, and we will monitor its implementation. It is another opportunity for Kazan to get housing on affordable terms”, said the Mayor of Kazan.

M. Abdulhakov said that the program “Housing for citizens” provides an opportunity to purchase a house on credit on favorable terms for the citizens who are registered to provide housing for social rent agreement, veterans of the Great Patriotic War, defrauded real estate investors, citizens who lost houses and plots for municipal purposes, municipal employees, young scientists and other on waiting list by the head of the municipality.

“The program provides housing in installments under 7 or 11 per cent per annum, depending on the category of participants with a maximum term installments of up to 20 years and a minimum initial contribution of 30 per cent”, said M. Abdulhakov.

According to Marsel’ Abdulhakov, 859 families in Kazan improved living conditions for the duration of the program, including 148 families who are registered for housing for social rent agreement, 430 veterans of the Great Patriotic War, 60 families of defrauded real estate investors, 31 families, which houses and land were confiscated in the construction of roads, 18 young scientists, 60 municipal employees and others waiting.

At present 271 families are registered in the program. 247 apartments housing community with total area of 15 thousand square meters have been transferred from the treasury of the city to the operator of the MUP “Directorate municipal and housing programs” for the implementation of the program. Also, constructions in progress have been transferred: two unfinished house on the street Dubravnaya (both on the ground floor level). Subsequently, these houses have been completed and the directorate settled veterans of the Great Patriotic War, said the chief of MKU “Housing Policy Management”.

“Management has implemented investment projects, and its own funds for the construction of housing are accounted for 992 million rubles for the entire duration of the program”, said M. Adbulhakov. He said that the houses were built along the streets Dubravnaya, Bratiev Kasimovyh, Zavoisky, Vosstaniya, Prospect Amirhan (house №99). In addition, the investment project on the street Yugo-Zapadnaya 2nd was implemented. In the nearest future it is planned to construct three 9-storey buildings along the street Yutazinskaya for 216 apartments with a total area of almost 10 thousand square meters.
