November 1, Alsu Safina). 12 sports schools of Kazan, based on high school sports
facilities, cannot get a license for educational activity due to lack of
contracts for gratuitous use. State support in the amount of about 37 million
rubles is needed to resolve the issue, said Svetlana Vostrikova, the chairman
of the Physical Culture and Sports Committee, today at the XI session of the
Kazan State Duma in the discussion of development of physical culture and
sports in Kazan.

Vostrikova said in her speech at the meeting that all the sports schools must
obtain the license for educational activity according to the law “On
education”. “All places of training sessions must be licensed”, she said. “The
conclusion of contracts for gratuitous use or rent is necessary to do so.
Today, the municipal sports schools are located in 15 facilities under federal
and departmental property”.

Vostrikov reminded that an agreement with the Volga Region State Academy of
providing of sports facilities for four municipal sports schools on the basis
of gratuitous use agreements was made with the support of the President of the
Republic of Tatarstan. “Every year, 20.39 million rubles is allocated from the
republican budget to the reimbursement of operating and utility costs”, she
said.
“Currently,
the issue in the signing of these agreements is acute with such sport
facilities as the KNRTU-KAI named after Tupolev, the KNRTU-Kazan State
Technological University, the Kazan State Agrarian University, as well as with
a number of subordination sports facilities”, addressed the chairman of the
Committee of Physical Culture and Sport to the Mayor and deputies. “There are
12 unlicensed facilities in total. Sports schools will be left without the
license for educational activity without state support, and therefore will not
be able to continue working”.
Ilsur
Metshin, the Mayor of Kazan, said that it is necessary to safeguard the
interests of children and adolescents who are engaged in sports schools and
sections. The Mayor also said that Rustam Minnikhanov, the President of
Tatarstan, decided that sport facilities - a legacy of the Universiade – must
be available to residents of neighborhoods of the city and sports schools.
“Universiade was held three years ago, but the conditions are already changing.
There shall be no reduction of hours”, stressed the Mayor.
