Ilsur Metshin: “The scheme of cleaning is worked, equipment is ready, and work on the mistakes is done”

(KZN.RU, October 10, Alsu Safina). Ilsur Metshin, the Mayor of Kazan, at today's Business Monday in the City Hall instructed the heads of districts’ administrations and the chief prosecutor to hold a meeting with the heads of organizations, which own land spots, in anticipation of winter. According to the Mayor, despite the fact that this work is carried out every year, “there are still the owners, who continue to save on comfort, safety and improvement of the territory, where the inhabitants and the tourists of the city walk”.

Ilsur Metshin pointed out that complaints from city residents about cleaning sidewalks of snow were earlier in the winter. According to the Mayor, there are several reasons for this: the lack of janitors, the limited resources of the city budget, as well as failure of the territories owners to comply of standards, approved by the Kazan City Duma. According to these regulations, the organization, which have ownership of the land, are responsible for cleaning and maintenance of these areas.

As Ilsur Metshin marked, it is need to find out who of the owners are not signed contracts for clearing and removal of snow, analyze, who in the past year received more complaints in relation to appeals of Kazan citizens in the “Public control” and the Mayor internet reception, and to conduct relevant work to be ready for the beginning of winter.

“The work on the mistakes is done. We have carefully studied the last year appeals and identified, where the biggest pedestrian traffic is: 447 streets throughout the city in all four districts. Particular attention will be paid to these streets”, said the Mayor of Kazan. According to Igor Kulyazhev, the deputy head of the Executive Committee and the chairman of the Committee of improvements, 550 road workers and more than 50 small-scale mechanization equipment units planned to be used in winter for clearing of sidewalks and bus stops.

I. Kulyazhev also reported that winter cleaning technology park in the city has 560 units. “Today, 505 units prepared to work in winter, which is 90% of the total. The remaining part is mostly combined road machines, which is involved in a summer mode”, said the chairman of the Committee of improvements.

He said that all the six stationary snow-melting points are almost prepared to work on the acceptance and utilization of snow, ongoing maintenance work are completed. “In case of more precipitation will fall, more than 10 places for temporary storage of snow in total area of 24 hectares are planned to involve further in all districts of the city”, added the speaker.

“Every year, winter is a test of strength for the urban economy. Neither winter was easy: there were storms, temperature transitions through zero and other troubles. The cleaning scheme is worked, equipment is ready”, said the Mayor of Kazan. “The roads of the first category, which accounts for the biggest load of public and private transport, will be cleaned first, and then the secondary roads”.

Ilsur Metshin said that there is one of the most stringent snow removal standards in the PFD in Kazan, i.e. the period, in which contractors must remove the snow. “In general, the rules are carried out, and there were not big complaints in the past winter season”, reminded the Mayor. I. Kulyazhev noted that, there are 4 general contracting organizations with contractual obligations before the end of this year, which are responsible for the maintenance of roads in the capital of Tatarstan.
