I. Metshin: “Much has been said about the people in the message: starting with children and ending with pensioners”

(KZN.RU, September 21). Rustam Minnikhanov, the President of Tatarstan, spoke today with the annual address to the State Council of the RT. According to Ilsur Metshin, the Mayor of Kazan, the head of the republic has focused on improving the quality of life in Tatarstan.

“Positive trends in sustainable socio-economic development, the preservation of political stability, peace and harmony allow us to solve our main problem: the quality of life of people”, Rustam Minnikhanov said in his message. According to him, “a unique capital was formed during the years of successful work:  the trust capital.” “We comply with all out commitments to the people and partners, actively change the republic for the better and change ourselves,” said the President.

Two-thirds of the population of Tatarstan improved living conditions over 5 past years due to the programs, which are being implemented in the republic. About 13 thousand of houses were repaired, more than 90 thousand families are provided with affordable housing under the social mortgage, about 200 kindergartens, 30 schools, 348 FAPs were built, 780 educational institutions, nearly fifteen hundred FAPs, 18 district hospitals and 95 outpatient clinics were repaired, a large attention is paid to the formation of an accessible environment for people with disabilities.

The President drew attention to the fact that Tatarstan has consistently shown a high level of development, and “most of Tatarstan residents show implementation in the republic projects and initiatives by their deeds, feel part of a team that can pose and solve the most serious problem”. The successful development of the republic is impossible without the support of residents, assured Rustam Minnikhanov.

The President of Tatarstan cited events of the Year of Parks and Squares and the Year of the Water Protection Zones as a positive example of Tatarstan residents participation in the projects, implemented in the republic. “We managed to involve residents in the process of creating a comfortable environment of their own living”, said the head of the republic.

During his speech the President drew attention to the different sectors of the economy and the direction of development. In particular, the support for small and medium-sized business is one of the priorities of the republic. Rustam Minnikhanov outlined the need to continue work to improve the efficiency of agricultural production and the use of agricultural land, the improvement of the education system, especially professional, implementation of best innovation in teaching practice, provision of the overall quality of education for all students in all schools in Tatarstan. According to the President, the high quality of services in health care is important, and the sphere itself should be focused on the patient, and also the resources of health insurance companies should be used wider.

The head of the republic also spoke about the inter-ethnic and inter-religious peace and harmony, the family, which is the foundation of society, noting that the number of large families and foster families is increasing in the country.

The President paid special attention to the need to implement green standards in the sphere of housing and road construction, development of the motor fuel market, as well as to improve the efficiency of treatment facilities and environmental industries. The President of the Republic, talking about creating a comfortable environment for the life and work of Tatarstan, pointed out that special attention should be given to local area. He noted that such an experience already exist in Kazan and other cities of the republic.

Ilsur Metshin, the Mayor of Kazan, told reporters that 40% of houses adjoining areas were put in order in the capital of the republic in 7 last years. “The President sees the feedback from the residents of the republic: how much repairs of residential buildings and roads are important for them, as well as landscaping. This is something the population faces every day”, said Ilsur Metshin and assured that this work will continue in Kazan.

According to the Mayor of Kazan, Tatarstan and Kazan will continue the course of raising the quality of life: “Much has been said about the people in the message, starting with children and ending with pensioners. I am glad that the country continues to evolve and remains an example in economic and social projects, despite the difficult economic situation in the country”. Ilsur Metshin also marked that Tatarstan managed to keep all national programs in difficult economic conditions.
