I. Metshin: “Integrated Development of communal infrastructure in Kazan should not stop”

(KZN.RU, September 16, Alsu Safina). The Kazan Executive Committee needs to approve the program of integrated Kazan municipal infrastructure systems development until October 1. Deputies of the Kazan City Duma made a decision on this today in connection with changes in legislation and the transfer of authority for the approval of the program by local executive authorities.

Iskander Giniyatullin, the deputy head of the Executive Committee and the chairman of the Kazan Housing Committee, explained that “Kazan Municipal Infrastructure integrated development program for 2010-2020 was adopted on December 29, 2010 by the decision of the Kazan City Duma. Changes in federal law have occurred in the course of its implementation. “Local authorities are not entitled to carry out the implementation of long-term programs, regardless of the date of their approval, including integrated development of communal infrastructure program in connection with changes in the Budget Code of the Russian Federation”, said I. Giniyatullin. “The Kazan Executive Committee should prepare and adopt a new decree of integrated development program until 2020 for the continuation of the activities, included in the program”.

Thus, the decision of the Kazan City Duma on December 29, 2010 “On the program of integrated development of Kazan Municipal Infrastructure 2010-2020” has been invalidated.

The chairman of the Housing Committee noted that the program consists of several sections: the comprehensive development of water and wastewater systems and the organization of waste collection. I. Giniyatullin reminded that more than 15 km of water supply networks and 14 km of sewerage networks for more than 30 houses on social mortgage program were built in Kazan during the time of the program. Modern electrolytic water disinfection plant on the Volga River water intake was put into operation, reconstruction of the pumping station north-east plumbing unit is completed, and the outdoor water supply in residential areas “Koyashly”, “Souys Ofitserov”, “Staroe Pobedilovo” was built.

I. Giniyatullin marked the continuation of the modernization and reconstruction of sewage treatment plants, sewerage systems of Kazan among the problems, facing the city. He reminded that the construction of SPS “Zarechnaya” to begin in October. It is necessary to solve the problem with the disposal of sludge residues and sludge reclamation fields.

Ilsur Metshin, the Mayor of Kazan, said that this program is the basic document that defines the development of the city municipal infrastructure. “The authority to approve the program has to be transmitted from the Kazan City Duma to Executive Committee of the city in connection with changes in legislation. This does not mean that we close our program”, said I. Metshin. “We have discussed a range of issues in the municipal infrastructure of the city and spoke about the measures to be taken at the last session. This work should not stop even for a day”, said the Mayor of Kazan.
