behavior on the water and traffic rules are written at the cost of human lives
and require strict compliance. Ilsur Metshin, the Mayor of Kazan, has expressed
this opinion today during the summing up the implementation of measures to
ensure the safety of people on water bodies in 2016 at the staff meeting in the
Executive Committee of the city.
As reported Ferdinand Timurhanov, the head of the
Department of Civil Protection of the city, no drowning were registered in the
municipal beaches and recreational areas near the water in the current swimming
season. At the same time, 13 people drowned on unauthorized beaches and
prohibited swimming areas. It is 8 persons more than in 2015, because of a
significant increase in the number of tourists in the city reservoirs due to
abnormally hot summer. The ratio of the number of drowning per 100 thousand populations
in Kazan is 2 times lower than in the whole of Tatarstan.
“Coordinated work of rescuers, by the efforts of which
36 people were rescued at the beach, including 15 children, has contributed to
the absence of mortality in the water on the beaches and places of recreation.
First aid rendered to another 376 vacationers”, said the head of the Department
of Civil Protection.
Ilsur Metshin, the Mayor of Kazan, noted the good work
of rescuers in authorized areas for swimming. “Nobody drowned. 36 people
rescued, 15 of them - children. Unfortunately, there are victims in places
where swimming is prohibited. It is difficult to comment something about this.
We always say that the rules of behavior on the water and road traffic rules
are written at the cost of human lives, and created not for show or fun. They
require compliance to maintain health and life”, said the Mayor. He instructed
to continue the work to prepare for the next season, focusing on advocacy. “It
is the most important work, and even today we must start prepare for the next
swimming season”, concluded I. Metshin.
4 municipal beach (“Locomotive”, “Nizhnee Zarechie”, “Lake
Glubokoe”, “Lake Komsomolskoe”), and 3 places of mass recreation of the
population on the water: lake Izumrudnoe, lake “Lebyazhye” and the lake in the “Park
Pobedy” were open to the rest of the population in the season 2016 in Kazan. F.
Timurhanov said that next year the city's Department of Civil Protection will
come out with a proposal to expand the list of authorized zones of swimming and
relaxing on the water.
