(KZN.RU, 15 August). 67 TSG were registered in Kazan
today. Territorial public self-governments of Kazan won 42 grants and received
more than 17 million rubles for the development of their territories by
participating in the competition for the best TSG of Tatarstan, said Lyudmila
Andreeva, the secretary of Kazan City Duma, on Business Monday at City Hall
today. Territorial public self-governments are a vital link in the dialogue
with the population of the city authorities, said Ilsur Metshin, the Mayor of
Kazan.
Lyudmila Andreeva reminded that federal law entitles
citizens to participate in local government through the formation of
territorial public self-governments. TSG can be created in an entrance, a
building, in a residential complex.
Number of TSG in Kazan increased to 67 thanks to initiative
of Rustam Minnikhanov, the President of Tatarstan, in his support for them,
including 53 TSGs established in the villages. The subsidy for the salary of
the chairmen of TSG was set. Last year, Kazan received more than 25 million
rubles for these purposes. In addition, territorial public self-governments of
Kazan won 42 grants and received more than 17 million rubles for the
development of their territories in the contest for the best TSG of Tatarstan. “20
playgrounds and sports grounds and 9 bunker sites were landscaped, and works on
the water supply network were carried out in two residential areas”, said L. Andreeva.
She drew attention to the fact that the TSG started to actively involve funds
from the public and investors in addition to grants.
Lyudmila Andreeva said that the deputies of the Kazan
City Duma assigned to each TSG in order to provide methodological and
organizational assistance, and seminar organized for TSG heads. “It is
important that not only the Mayor, the head of the Executive Committee, and the
heads of regional administrations have seen in TSGs their faithful assistants
in the work with the population. Leaders of TSG may be associates and
assistants in the work that is carried out in the villages and residential
complexes, because there are still a lot of problems related to water, light,
gas supply, development of social infrastructure, and roads”, she said.
Lyudmila Andreeva noted that the conditions for TSG are
not set everywhere. Often there is no place to conduct the reception of population
in TSG. “Sovetskiy, Kirovskiy and Moskivskiy districts allocate space in the
administration building, but it is not convenient for the residents to go to”,
she added. “It would be well if the place of acceptance was set directly in the
village or residential complex”.
Lyudmila Andreeva also encouraged finding a way to
teach TSG leaders and provide them with the necessary information, as it is
done in Aviastroitelniy, Novo-Savinovskiy and Sovetskiy districts, to involve
heads of TSGs to the work planning, the reception-delivery of works and may be to
signing acts. “And I would like to appeal to all the services of the Executive
Committee areas with a request to be more attentive to the appeals that come to
you from TSGs, and not to respond formally, but to attend their territory and
possibly help”, she said.
Ilsur Metshin, the Mayor of Kazan, is sure that TSG is
an important communication link between authorities and public. “They are our
allies”, he said. The Mayor instructed the heads of districts to find space for
the TSG, which are in need. According to the Mayor, new social institutions or
clubs could be used for this purpose, especially in the villages; it is convenient
and close to the public. “It is important to conduct explanatory work through TSG:
what we do, when certain issues will be resolved. TSG is our allies in bringing
this information and receiving answer. This is important work, which is often
not visible, but difficult and necessary”, concluded I. Metshin.
