the identification and reception on the balance of ownerless aqueduct networks is
carried to improve water quality in the villages today. 40 km of networks took on
the balance since the beginning of 2016, said Andrei Yegorov, the director of
Municipal Unitary Enterprise “Vodokanal” on the Business Monday today. Ilsur
Metshin, the Mayor of Kazan, said that the work to improve the water quality in
the villages needs to continue, for the living conditions in them were as close
as possible to the city.
82 villages located within the boundaries of the city for
today, 55 of them have a connection to the water supply, another 27 are
connected to the borehole, said A. Egorov. The company served only 40 villages
of the town until 2009 – it is a 150 km of aqueduct networks. The decision to
take on the balance the abandoned settlements network, which helped to solve
many problems with providing residents with clean water, was made after detours
in township areas. “For today, 2 thousand aqueduct networks are on balance of
the “Vodokanal”, 500 km of which pass through the villages. Networks of
villages transferred to us on the balance in the last 6 years, their wear is
90%”, said the director of MUE “Vodokanal” and added that more than 300 km of
village networks also served by MUE, but has not yet been transferred to its
balance.
Work for acceptance and transfer of ownerless networks
conducted daily together with district administrations. 40 km of networks took on
the balance since the beginning of 2016. Experts say the main problem among
networks is its spontaneity, which were built by the people themselves for
decades without the project documentation. As a result, the network was laid in
shallow depth, which leads to two problems: water pipe freezing in winter and shortages
of water in summer. According A. Egorov, the right way for the owner is the conclusion
of a formal agreement on water supply. “3180 such unauthorized connections was
found and legalized in 2013, and 650 illegal taps only in the last 6 months”,
reported A. Egorov. “I remind that illegally connection to the water supply
network is not allowed. It threatens not only water pollution but shall be
sanctioned by fines of up to 100 thousand rubles”.
The specialists of “Vodokanal” now settle the question
by relaying networks with increasing capacity and loopback conduits. Work on
the construction of new networks and switch to urban water supply is carried
out to normalize the water supply in the villages where wells are used. They
are built in villages Konstantinovka, Samosyrovo, Nagorniy, Severniy,
Arakchino, Salmachi, Borisoglebsk, Petrovskiy, Privolniy. “During the period
from 2011 to 2015, 37 km of aqueduct networks built, 4 water stations were put
into operation in the villages Konstantinovka, Nagorniy, Privolniy, Vishnevka,
Krasnooktyabrskiy. In addition, the project documentation for the construction
of a pumping station in the village officers developed”, said A. Egorov. The
documentation submitted to the gasification fund of RT for the implementation
of the federal target program “Clean Water”.
8 wells in Mirniy and Suhaya Reka villages built and
refurbished to improve the quality of water, and it is planned to repair and
pave about one kilometer water networks in villages Zalesniy and Konstantinovka
this year.
However, this is not enough to solve all the existing
problems at the same time, said Alexander Egorov. “More targeted programs of utilities
sector could be the solution to many problems”, he said.
Ilsur Metshin, the Mayor of Kazan, said that the
problems that have been relevant for the villagers 5-10 years ago, now
resolved. “Our goal remains the same: people, living in the villages and in the
city, should be feeling equally as the capital's residents. Therefore, all
programs that are implemented in Kazan directed specifically for this purpose.
I ask you to organize the work of maximum quality regardless of the money deficit.
We move not such rapid pace, as we would like, but the changes are visible, and
they should be tracked in the future”, concluded the Mayor.
