I. Metshin: “We need to conduct the campaign with consideration of the citizens’ opinion”

(KZN.RU, August 3, Irina Smirnova). The meeting of the political council of Kazan local branch of the Tatarstan regional branch of the All-Russian political party “United Russia” was held in NCC “Kazan” today. The event was chaired by Ilsur Metshin, the secretary of the local branch of the party and the Mayor of the Kazan. 28 members of the political council out of 35 were present at the meeting, and it was the quorum, required for making a decision. 

The participants discussed the results of the XV Congress of the All-Russian political party “United Russia”, the goals of the Kazan local branch of the party, and the implementation of the party projects. 

According to Ilsur Metshin, the purpose of today's political council is to define the course of the election campaign in Kazan in the forthcoming elections to the State Duma of the Russian Federation. The secretary of the local branch of the party said that the fifteenth congress of the party “United Russia”, which was held in Moscow a month ago, defined the candidates on party lists and single-mandate constituencies. Rustam Minnikhanov, the President of Tatarstan, headed the regional list. According to I. Metshin “This fact, of course, strengthens the already strong position of “United Russia” in Tatarstan”. The pre-election program was also considered at the congress. “There are answers to the most urgent and pressing issues and challenges of our time in the policy document. It is a plan of action to be taken in the next five years. It is based on a clear understanding what we are working for and what priorities are set above all else”, said I. Metshin. 

The secretary of the Kazan local branch of “United Russia” noted that the provisions of the federal election program must be carefully analyzed to prepare a “list of thereunder nodal problems in relation to our conditions, including the development of the Strategy-2030 in Kazan”. 

Ilsur Metshin also reminded the audience that the idea of returning to the project management method to concentrate funding on what is critical at the present moment in a fairly complicated budget sounded at the congress. The development of healthcare and education, increasing their quality and availability, the development of mortgage, rental housing, housing and communal services and the urban environment, as well as the environment and the creation of a network of safe and modern quality of roads was proposed to include among the most important and priority directions. 

Ilsur Metshin noted several fundamental issues, concerning the development of these areas in Kazan. 53 kindergartens were built in the city over the past three years due to the federal and regional projects. Almost all children from 3 to 7 years old are provided with places in kindergartens today. More than 70% of Kazan schools have been repaired. Construction of 7 new schools for 8844 places is planned in the near future. 

I. Metshin said about Kazan healthcare system that the material and technical base of the urban clinics have been seriously strengthened in recent years. “For today, health in Kazan is the best not only in the Volga region, but throughout Russia. More than 3.5 thousand pieces of equipment arrived in Kazan medical institutions due to the implementation of national programs of modernization”, said the secretary of the local branch of the party. 

The housing is one of the most important areas for the development of Kazan also. The capital of Tatarstan needs to keep up the pace of housing construction and repair of housing. 

Ilsur Metshin marked that all these issues will be raised by Kazan citizens during the upcoming election campaign. It is necessary to convey the key points to Kazan residents as clearly as possible. “It is very important to maintain constant contact with the population, to give everyone the opportunity to understand and experience the sense of complicity to implemented programs in the republic and its capital”, said I. Metshin.
