Ilsur Metshin: “There are no secondary roads for repair in Kazan for us”

(KZN.RU, July 23, Kseniya Shvetsova). Major work on the roads and asphalt pavement yards repairing in Kazan must be completed for the City Day. Ilsur Metshin, the Mayor of Kazan, ordered this at the meeting of authorities today. He also requested a closer approach to the selection of the most problematic areas and consideration of the citizens’ opinions. Igor Kulyazhev, the deputy head of the Executive Committee and the chairman of Improvements Committee, noted that funds for repairing of roads, given by the President of the RT in addition, is planned to use until September 30.

The President of Tatarstan has allocated an additional 1.38 billion rubles for roads repairing in Kazan from the republican budget. The main highways of the city will be repaired for these funds. “Once again I want to thank our President Rustam Minnikhanov for the fact that even in difficult economic times he finds an opportunity annually, systematically allocate funds to support major repairs and construction of roads in the city”, said I. Metshin. “We take into account the different categories of the roads, but still there are no secondary roads for us. Personal and public transport runs on all roads, and pedestrians walk as well. Long-standing problems will be solved this year; we will repair the walking trails and sidewalks.”

The repairing is moving quite fast in general. I. Kulyazhev marked that the implementation of the road repairing program is more than 80% today, excluding the funds that were allocated in addition. “We have time to calmly finish all during the summer until August 30,” said I. Kulyazhev. “The work also started on the additional funds; presumably completion date is the end of September.”

As I. Kulyazhev reported, the repair of 6 plots, which area is more than ​​1 million square meters, is stipulated as part of the repairing of highway’s asphalt covering, including routes of the 2017 FIFA Confederations Cup and the 2018 FIFA World Cup participants.

The selection principle of roads for repair in the first place, according to experts, has been long set. The roads are chosen depending on the traffic density, the presence on the roads and the public transport rankings of a road in the “People's Control”. Thus, the roads, which is patching now, have been selected that way. The work is completed on 65% today.

The school route’s roads are actively repairing as well. I. Kulyazhev said that 292 million rubles were allocated for this purpose as the additional fund, thanks to the decision of the President.

The absence of a sufficient number of parking spaces in the yard is one of the most problematic issues for Kazan citizens today, along with the roads repairing. Residents usually ask to arrange a parking space during the accomplishment of domestic territories. I. Kulyazhev noted that many houses in the city were built in 60-70 years, so that is the reason why parking places are often not provided in the yards. These and other similar problems will be solved by road workers during the yards repair. I. Kulyazhev reported that the installation of about 2 thousand parking spaces out of 3 envisaged million have been made in yards for today. In total their number will increase to 21 thousand as the result of yard’s improvement in 2011, including the current year. “It is planned to complete landscaping of yards until September 1, but more than 60 thousand people have felt the positive effects of the work done even now.” said I. Kulyazhev.

Asphalt surface of 1445 yards will be repaired during the period from 2011 to 2016, taking into account the implementation of the current program in Kazan, and it is 48% of the number of yards that need repairing.

The Mayor urged the heads of regional administrations to speed up work on the repairing roads and landscaping yards, and to complete the work until the celebration of the City Day.
