Mayor of Kazan: "Some facades are just "crying" about failure to comply with basic standards"

Placement of air conditioners on the facades of buildings is regulated by a number of city beautification rules, which must be observed by the owners and tenants of the premises. Today this opinion was expressed by Mayor of Kazan Ilsur Metshin during the program "Theme" on TV "Ether".

Host of the program Alexey Kuleshov said that last week a number of mass media have reported about serious penalties that threatening to all owners of apartments, equipped with air conditioning, from June 1. Such news outraged the residents. The Mayor explained the situation, noting that the rumors are greatly exaggerated. "No one was fined! This is a great advocacy for compliance with the rules of improvement", - the head of the city stressed.

He recalled that the work on improvement of territories and reconstruction is conducted not for the first year in Kazan. As for the facades, still in the period of the city's preparation for the Universiade-2013 beautification rules were adopted on session of Kazan City Duma. According to them in the streets 154 certain content standards for facades are provided. The list includes historic buildings and part of the central streets of the city, in a constructive design decision of which the presence of air conditioners was not included.

The Mayor also said that in the city a lot of work in the historic center supported by the President of Tatarstan is conducted. "But the owner of the building perforates the wall, where it is convenient for him, and air conditioner appears at the facade. Although this can be done in another place,"- I. Metshin continued.

"We must respect building and its neighbors, and the rules of improvement, which municipal Duma receives and which work in the interests of residents. We plant flowers, arrange the streets well, put the squares and parks in order, make overhaul repair at houses... Raise your eyes: some of these facades are just "crying" about contempt and disrespect for the basic norms. It's about them. God forbid thinking that today it will be necessary to remove the air conditioners. You just have to put them to those places, where the devices will not spoil the appearance of historical and other buildings that are on the front line", - I. Metshin concluded. He added that the work to bring the city in order with the rules of improvement will be carried out continuously.
