KZN.RU, June 2, Zilya Gayfi). Mayor of Kazan Ilsur Metshin visited the
construction sites of houses of "Firm "Sway" and CJSC "Vectr",
located on the streets Adoratsky and Chetaev in New Savinovsky district. The Mayor
praised the state of objects, inspected the apartments and answered questions
from shareholders.
The first
point in the route of Mayor’s of Kazan detour was the construction site of
residential complex "Golden Mean" at the intersection of Adoratsky
and Chetaev streets, comprising 4 houses of variable number of storeys (from 9
to 18 floors). In particular, Ilsur Metshin inspected the 18-storey house №5
with total area of 30,466.1 square meters. Originally the house was to be 16
floors and 390 apartments, but actually 19 floors and 434 apartments,
non-residential premises on the area of 1800 sq.m., 72 parking spaces were built.
Today, in the house 390 apartments are sold, including to investors - 285
apartments with the area 20843 sq.m. Apartments from 17 to 18 floors are not sold.
Now in the
house works on installation of electrical panels in the porches 1-4, finishing
and installation of suspended ceilings in the hallways 1-3, screeding of floors
at 1 and 3 porches, installing of ventilation system on the roof, strengthening
of the pylons on the parking areas, solid work on input groups and collection
of waste are going on. In a conversation with holders Ilsur Metshin noted that
all the issues are being solved for this house. "The situation is clear to
us. There are some questions on connecting to the network, the number of
parking spaces and land allocation, but they can be solved. Bank plans that the
house will be completed in late summer - early fall,"- the Mayor said.
Holders of house
№6, 9 floors of which "Sway" built, breaking the previous permit,
addressed to the head of the city with the request to clarify the situation.
Permission to build a house was given on 9 floors and 5 sections, but
"Sway" built 19 floors and 6 sections. The fact that the house cannot
be operated and threatens the lives and health of tenants, is confirmed by examination
carried out by experts of the Kazan State Architectural University.
Interest
holders asked the Mayor what will happen to those who bought an apartment above
the 9th floor. "Getting permission to build a 9-storey building and
submitting documents in the Executive Committee," Sway" forged them.
The examination results are known, and they are exhaustive. Solution on it was made
- the house is dangerous, cannot be operated and threatens the lives and health
of the residents. On this basis it is impossible to gain more than 9 floors. In
addition, the investigating authorities have established that before the
construction of the house geological surveys were not carried out. They were
carried out only for the house №5. Here, within a radius of a kilometer completely
different soils can be. Residents are populated in the apartment with the
children, and we must make sure that it is safe. It is still unknown, who will
disassemble these extra floors. Search of "Svey” assets is conducted in
parallel. We are waiting for the court decision", - Mayor said. First
Deputy Head of the Executive Committee on urban policy Azat Nigmatzyanov added
that work on the disassembling of the
extra floors in buildings in cases of violations are held in different regions
of the country, it is a developed practice.
In a
conversation with the Mayor real estate investors noted that they are indignant
about the work of the Registration Chamber. According to them, the staff of the
institution misled them. "Registration Chamber does not obey neither the
local nor the republican authorities. Investigation Committee is noe dealing
with those who have taken and recorded these documents. We have the same
questions for them as you have,"- the Mayor said.
Note that a
similar situation is unfolding around the house №3. "Sway" has
received permission to build a 7-section of 9-storey building, which the
developer was planning to break and to build 9-section 18-storey building. As Ilsur
Metshin assured shareholders, the investigating authorities and the
construction inspection stopped the construction to the developer brought all
project documents in order.
Representatives
of the house №4 were interested in the fate of their house, which first block is
put in operation, and the second is not. According to real estate investors,
allowing documents for the house are in order, number of floors is right, the
object itself is built on 85%, and in December 2015 should have been delivered.
As Azat Nigmatzyanov said, "Timer bank" considering the option to
connect to the building as soon as the design and technical documents will be
put in order.
At the end
of the meeting with real estate investors of "Golden Mean" Ilsur
Metshin assured that they will not be left alone with the problem in a
difficult situation. "Everyone has their own problems at home. For each case
individually we are investigating and are looking for legitimate ways out of
this situation. Earlier in Kazan there were 82 troubled houses for 6-7 years,
we have put into operation 79 houses. Systematic work was conducted in
conjunction with the developers, the Ministry of Construction and State
Construction Inspection of RT. From this list we've got 3 more houses, one of
which will be commissioned in the near future. Now there are new problems. Definitely,
you will not stay with this problem alone"- the Mayor said.
Next Ilsur
Metshin visited the construction site of house at st.Chetaev, built by
developer CJSC "Vectr". In the 17-storey residential building for 128
apartments with built-in multi-level parking 40 apartments are bought by real
estate investors. Today there are working on landscaping, facades and
staircases, offices, roofing works.
Interest
holders, who are waiting for putting the house in operation for almost 11
years, expressed hope for a speedy settlement. However, they continue to worry
about the issue of registration of apartments in the property. "We are
keeping this issue under control. All the seven circles of hell with documents
we will go together and find the right and legal way. There are disputes
between the general contractor and the customer, these issues was made not
considering your settlement. The most important thing today is to complete all
the work, so that the house was put into operation. I hope that in a month and
a half the house will be ready for occupancy,"- the Mayor said.
The
