KZN.RU, February 25, Zilya Gayfi). Mayor of Kazan Ilsur Metshin visited the
troubled houses of group of companies "Fon" in the residential
complexes "Sun City" and "Symphony", which are in high
readiness. The Mayor looked at a construction site and the completed apartments,
tenants of which will be able to move into long-awaited housing soon finally.
The
workshop was attended by the Deputy of the Executive Committee Head of urban
policy Azat Nigmatzyanov, head of the administration of Vakhitovsky and Privolzhsky
districts Andrey Lobov, the Deputy Minister of Construction, Architecture and
Housing and Communal Services of the Republic of Tatarstan Almaz Akhmetshin,
the chief architect of Kazan Tatiana Prokofieva, Technical Director of GC
"Fon" Sergei Orlov, general director of the construction company
"Breeze" Andrei Belyakov.
According
to Sergei Orlov, in the area "Sun City" at st. Baki Urmanche it is necessary
to complete the construction of the last, fourth block section, parking for 143
places and stylobate, which form the local area. The block section includes 136
flats. At present 136 contracts are signed and the same number of apartments are
sold. According to him, in a residential section works on the decoration of
elevator shafts and commissioning of elevators, testing of ventilation and
smoke systems, their certification is conducted. Also work is underway in the
non-residential areas, in particular on the parking lot, where the lighting
installation is almost completed. In the future the project envisages the
construction of a kindergarten for 55 places, currently negotiations with the
bank for a credit is being conducted.
The main
issue of concern of shareholders of last block section is unfinished stylobate
and parking, without which their house cannot be delivered. Interested holders
turned to the Mayor with a proposal to put into operation a block section in
parts: in the first stage only enter residential part, and then to finish the
parking lot and stylobate. However, as Azat Nigmatzyanov explained, it is
impossible - according to the legislation, the State Construction Inspectorate of
RT cannot take a house partially; there is must be full compliance of an object
with design documentation. Furthermore, the problem is complex - residents of other
block sections complain about the lack of proper roads and overpass.
Construction of these facilities is also stopped, and the children of residents
living in a block sections, are forced to go to the nearest school through the
construction site.
Ilsur
Metshin in conversation with real estate investors noted that it is necessary
to follow planning documentation; the safety of the residents depends on this.
"It is clear that your apartments are fully prepared. But in order to
ensure the safety of residents and their children living here, stylobate and
parking must be submitted simultaneously with the house. We will require the
developer to raise funds and complete the construction of these facilities,"-
said the Mayor.
Residents of
already handed block sections have complained that in spite of the settlement, lifts
in the houses have not yet been made. According to Sergei Orlov, the management
company should deal with this issue. Ilsur Metshin instructed the head of the
district to take this matter under control. "Not Municipality or the
Cabinet of Ministers shall issue a permit, Russian technical supervision should.
What is not put into operation, it should not work. Criminal responsibility is provided
for infringement", - said the Mayor.
Next object,
visited by Ilsur Metshin after the "Sun City", was houses in the
residential complex "Symphony" at st. Pavlyuhin. As Sergey Orlov said,
residential complex consists of 7 houses. Houses №№ 2 and 1 are in the high
degree of readiness, in which there are 180 apartments. All of them are sold. Real
estate investors, who soon will be able to enter their homes, met the head of
the city at the entrances of their houses.
Ilsur
Metshin noted that this has been achieved through the work of special staff.
"Almost 5 months commission led by Azat Nigmatzyanovym was tightly engaged
in your questions. Recently the house will be practically handed. A week later
you can start the fine finish. Unfortunately, we cannot please all shareholders.
There is much work for the rest houses. However, this is our second "first
swallow", and we can firmly promise that the tenants of the houses will
soon receive their keys, "- said the Mayor. Recall, the first problem house
has been put in RC "Youth" at st. Noksinsky Descent.
Sergey
Orlov noted that in the framework of debt restructuring of GC "Fon"
to "Sberbank", it is expected to release assets, including land, to
the end of February. After that deal with the construction company
"Breeze", which is offered to finish the house in
"Symphony", comes into force. Means after the release of assets will
be allocated for the completion of houses.
It is worth
noting that the company "Breeze" is also looking for the ability to
become a developer and assume obligations to equity holders of houses №№3and 4,
which are not even half built for today. According to Andrey Belyakov, the
company will be ready to take up the construction and to finish the objects as
soon as possible only in the case of co-payment, which will be borne by
shareholders. Holders themselves are, of course, unhappy with that case
scenario. They expressed their concerns to Ilsur Metshin. "Law enforcement
authorities are searching for assets of “Fon”. I cannot tell time, but I
promise that together with colleagues from the Government of the republic we
will discuss this issue. I am not a magician, but I am here today to find a way
out of the situation together with you. There is no choice but to finish
building"- said the Mayor. Note that in the "Symphony" houses
№№5, 6 and 7 remain unfinished, design and survey work are not completed in two
houses, the developer simply cannot afford to pay for the examination.
Recall that
in connection with the inability of "Fon" to fulfill its obligations,
people who bought apartments in five residential complexes of the city are without
the promised housing. In total 19 houses were left unfinished.
