Preparing the draft of the General Plan is in full swing in Kazan

(Kazan City KZN.RU, January 29, Zilya Gaifi). Preparing of the draft of the General Plan of the city of Kazan and the Rules of land use and development is in full swing in Kazan. Chief architect Tatiana Prokofieva told the Mayor of the city Ilsur Metshin about the peculiarities of the work on one of the main documents of Kazan on the meeting of the building block of the Executive Committee.

A wide range of public, the architectural community, development, ecologists, sociologists and other experts are brought to developing of the concept of the General Plan of Kazan. Baseline data collection, analysis of the existing urban development and demographic situation were carried out, priority issues and a list of tasks that must be received by the principal decision in the General Plan were identified at the first phase. In the second stage the concept of the General Plan and Rules of land use and development of Kazan has been drawn up.

At present, 4 different design concepts of the General Plan are developed, the two of them are made in the State Unitary Enterprise "Research and design institute of general plan of Moscow", and two versions have been developed by Kazan experts: a group of Kazan State Architectural University, headed by Alexander Dembich, and a group of architects led by Eric Teregulov. Muscovites offer to realize the concept of a compact city, where intensive development of core is planned and development of residential suburbs is practically eliminated. Kazan architects, on the contrary, propose to implement the model of maximum development - with all platforms, promising for building.

All concepts are analyzed and calculated in various aspects: population of housing for different scenarios, the balance of places of residence and jobs, modeling of traffic flows, the state of the environment, investment attractiveness, and the economic effectiveness are projected.

According to Tatyana Prokofieva, during the discussions sensitive issues of concern to specialists in various industries and the residents of Kazan were identified. This is evident on the appeals that come to the Department of Architecture and Urban Planning. In particular, to create a natural and recreational frame, state of the environment, removal of industrial enterprises from the city center, renovation of industrial areas, adjustment of the boundaries of the city, prospects for the use of agricultural lands, the state of sanitary zones and zones of limited economic activities in connection with the arrangement of zones of gas- and product pipelines are the priority for the General Plan.

Ilsur Metshin stressed the importance of the work on the development of the General Plan. "The General Plan of Kazan is a basic document on which the city will live for the next few years. The price of failure is high, and the result will be seen in the city. The fruits of this work will remain for decades,"- the Mayor said. Recall approve of the draft of the General Plan is scheduled before the end of 2018.
