I. Metshin: "We put transparency of financial flows on a par with efficiency"

MPI "Directorate for Competition Policy and Procurement of Kazan city" was able to save 305 million rubles of budgetary funds on municipal procurement for less than a year of work. This efficiency has been achieved thanks to the invitation of professionals from consulting companies to the new structure of the Kazan Executive Committee. Mayor Ilsur Metshin praised the work of the Directorate and urged the leaders of the budgetary organizations to cooperate most closely with it at today's Business Monday.

Directorate cooperates with more than 800 municipal customers, including schools, kindergartens, sports and culture institutions and others who carry their purchases within 44 Federal Law and municipal unitary enterprises engaged in procurement within the 223-FL.

Another object of the Directorate is analysis of the financial activities of the customer, in particular, the cost-effectiveness of administrative decisions, including an analysis of revenue, customer activity, especially the accounting system. "Based on this analysis, we draw up a set of recommendations, which enables customers to improve their current activities, to optimize the conditions for future purchases," - said G.Haritonov.

According to results of the examination, there are 3 main types of recommendations: optimization of the initial contract price, an adjustment to the requirements of the project and the amount of purchases under the terms of delivery and updating of procurement information.

This year, according to G.Haritonov, it is planned to standardize the process of municipal procurement as much as possible, making it suitable for all participants of the procedure and avoid possible conflicts of interest. So, for example, it is planned to develop methodological rationing of cost of municipal customers.

The Mayor called on the leaders of budget organizations to cooperate closely with the Directorate of Purchasing and use of budget funds effectively. "I ask you to analyze in detail not only the purchase but also in the overall effectiveness of the structures of the Executive Committee, Directorate was established for that. We invited the strongest professionals who are able to understand everything in detail. This was confirmed by the results of last year, which showed the efficiency and consistency of the service - said I. Metshin. - Every budget ruble of Kazan should be used transparently and effectively".
