The implementation
of the pilot project Digital Accountancy is underway in Kazan. To date, more
than 70% of all accounting services have been transferred to the online format,
which has allowed optimizing resources and minimizing the amount of paper. A
Center for Accounting Services of Kazan Municipal Institutions has been
established in the city. The Mayor of Kazan Ilsur Metshin got acquainted with
the work of the center.
“It is important
that new technologies are being actively implemented in our city. Previously,
we had to bring documents in boxes, now they are transmitted online. We save
time - the most valuable resource -that our colleagues used to spend on
servicing social institutions”, - Ilsur Metshin emphasized.
According to
Irek Mukhametshin, Head of the Financial Department of the Executive Committee
of Kazan, centralized accounting is available in almost all cities. “Kazan enters
top three, only Moscow is ahead of us”, - he said.
Now the center,
established in 2020, 340 employees serve 500 educational institutions –
kindergartens, schools, supplementary education institutions. “One accountant serves
up to four institutions. This is much more effective than if each school engages
its own accountant”, - said Yuri Sinnikov, director of the new center.
The work in the
Accountancy Service Center has been fully optimized and transferred to the online
format. All processes are performed using electronic document management system.
Employees of educational institutions, as well as parents whose children attend
kindergartens, no longer need to visit offices for certificates, such as individual
income tax and other taxes. Now these documents are sent online to the
institution for transfer to the applicant. “Employees of educational
institutions do not have to visit the center. Now all the processes have been
transferred to an electronic format”, - Yuri Sinnikov said.
Transition to
electronic document management system allows saving paper. Yuri Sitnikov said
that previously the district centralized accounting departments sent monthly invoices
to each educational institution. “The janitors complained most of all, there
was a lot of waste because of the paper. We conducted an analysis and found out
that most parents make payments on the public services portal, about a third - by
online banking system and only 5% - on a paper receipt”.
Gradually, the
center implements the practice of working on two displays for employees, which
simplifies the process and eliminates the need for printing documents. By the
end of the year, it is planned to equip 50% of workplaces in the center with
two displays.
The head of the
city got acquainted with the work of bots, which allow reducing the volume of
monotonous work for an accountant.
The next stage
in the implementation of the Digital Accountancy project will be the
centralization of the remaining self-registered social institutions and
individual structural divisions of the Executive Committee.
