On October 15, the All-Russian Census will launch, which will last until
November 14. Kazan residents can take part in it in one of three ways: individual
visit of census taker at home, visit the nearest stationary census site or online
census on the Portal of Government Services of the Russian Federation. “The
Internet census is the next step to digitalization of the country. We need to
conduct it on appropriate level, using the up-to-date opportunities that we
have”, – Ilsur Metshin, the Mayor of Kazan, said today at the Business Monday.
“There is no
need to stand in queues and visit different offices”
The upcoming census will be held in digital format for
the first time. “The census has not only a task of definition the population.
It must also help to forecast the quality of implementation of national
projects in the country, city and republic”, - I.Metshin noted.
Ildar Shakirov, deputy head of the Executive Committee
of Kazan, explained that residents who have a confirmed account in the USIA
(Unified system of identification and authorization) would be able to fill out
census forms on the Portal of Government Services or take a census at the
offices of the Multifunctional Centers.
Each participant of the Internet census will receive a
digital and QR code as a confirmation of the census. According to I. Shakirov,
this option not only saves time, but also guarantees security, since it will
not require additional social contacts. All census data will be protected and will
be transmitted in encrypted form.
For citizens, the Internet census, as well as the
opportunity to receive other services online, is a condition to live comfortably
- I. Metshin believes. “There is no need to stand in queues and visit different
offices with papers. These comfortable conditions affect the quality of work”, -
he said.
2,700 census
takers in blue scarves and 47 stationary census points
Other census options will also remain available, noted
I.Shakirov. A survey of the population by census takers will be conducted offline,
along with the Internet census. Census takers with tablets will visit
apartments and houses, ask residents who did not participate in the Internet
census and consult on issues of filling out census forms.
“The census takers will have an identification certificate
valid upon presentation of a passport, special equipment – a blue scarf with
the symbols of the census, a tablet for collecting data, a flashlight for
working at night time, a blue vest with the symbols of the census, a blue
briefcase with the Rosstat branding. All census workers have been checked by
the police for the absence of a criminal record”, - Ildar Shakirov reported.
The census forms are filled in according to the
information of the respondents, no documents are required for confirmation.
In total, 2,718 people will be involved in the census,
of which 2,310 census takers at counting stations, 386 controllers, 12
instructors at the multifunctional centers and 10 authorized workers.
Forty-seven stationary points will operate for those who
wish to visit the census sites.
Preliminary results of the census will be published in
the end of 2022.
