(KZN.RU, May 18). The National Association for the
Development of Local Government has been established in Russia. This decision
was made at the meeting of the founders of the association, which took place
last night in Moscow. Ilsur Metshin, the Mayor of Kazan, the chairman of the
Association of Volga Cities, attended the event. The head of the capital of the
RT joined the Presidium of the High Council of the Association.
The founders of the Association were the largest and most
authoritative public organizations of Russia. Their goals and objectives
include the support of local government institutions in the country. The
All-Russian Congress of Municipal Formations, the All-Russian Council of Local
Self-Government, the Union of Russian Cities, the International Assembly of
Capitals and Major Cities, the Association of Volga Cities, the Association for
the Development of Historical Settlements “Russian Province”, the Association
of Closed Administrative-Territorial Units of the Nuclear Industry, the Union of
Cities of the Center and Northwest Russia are among them.
The creation of the Association will allow forming a single
coordinated policy in the development of the local government system, taking
into account the opinions of all 22000 Russian municipalities. According to the
founders, it will increase the efficiency of all existing public organizations
and associations. The planning of activities will bring their work to a new
level.
The main task of the association is to involve the
population, representatives of local self-government in the process of
implementing national projects. The established organization will perform the
role of a feedback tool between citizens, the system of local self-government
and authorities, reports the press center of the All-Russian Council of Local
Self-Government.
The association’s charter was approved, the number of
members of the High Council of the Association was determined, the chairman and
deputy high council, and the chairman of the association’s board were elected
at the constituent assembly.
Thus, Viktor Kidyaev, a deputy of the State Duma, was
elected the chairman of the Association’s High Council. Oleg Melnichenko, the
chairman of the Federation Council Committee on Federal Structure, Regional
Policy, Local Government, and Affairs of the North, was elected the first
deputy. Vyacheslav Timchenko, the first deputy chairman of the Council of the
Federation Committee on Economic Policy, became the deputy. Ivan Tsetsersky,
the President of the Union of Cities of the Center and North-West of Russia,
the head of Pskov, was elected the chairman of the Association. The
compositions of the High Council, the Presidium of the High Council and the
Audit Commission of the Association were also elected.
