areas of Kazan. Managing companies enter into contracts with a regional
operator OOO “UC PZhKKh” for garbage collection and prepare container sites.
Iskander Giniyatullin, the deputy head of the Executive Committee, reported
today at the meeting of the city headquarters. This week, standard projects of
container sites of various capacities will be prepared for approval together
with the Department of Architecture and Urban Planning. After that, the amount
of funding needed will be determined.
By the
results of the inventory of container sites, it is necessary to build 462 sites
in settlements, 282 sites for apartment buildings equipped with garbage chutes,
and 209 sites instead of existing ones, noted the speaker. In total, the city
has 1757 container sites, including 353 municipal ones. 7953 containers are
used for the accumulation of waste.
The Mayor
instructed Radik Shafigullin, the deputy head of the Executive Committee, to
find the possibility of allocating funds from the city’s additional budget
revenues for the development of infrastructure for separate garbage collection.
The heads
of district administrations reported about the first results of the work on the
introduction of separate collection of municipal solid waste (MSW) at the
meeting. Thus, Timur Alibaev, the head of the Aviastroitelny and
Novo-Savinovsky districts’ administration, reported the first. Today 188 out of
202 organizations managing apartment buildings have already concluded contracts.
The Aviastroitelny district became the first in Kazan, where they introduced
the practice of separate collection of MSW. This year, another 12 managing
organizations of the district will transfer to this system.
According
to T. Alibaev, the introduction of a separate collection of MSW is slowing down
due to the large number of houses with a garbage chute. The closing of the
garbage chute should be accompanied by the construction of new container sites.
130 household territories have already been surveyed on the territory of
Aviastroitelny and Novo-Savinovsky districts, but they found an opportunity to
create only 61 sites. The creation of these sites will require 31.4 million
rubles, he added.
The
organization of new sites is often impossible due to the requirements of the
supervisory authorities, noted Andrey Lobov, the head of the Vakhitovsky and
Privolzhsky districts’ administration. According to the norms, they should be
at a distance of no closer than 20 m and no further than 100 m from the house.
As a result, 120 positive decisions were made, but residents of 31 houses
refuse to close the garbage chutes.
“We passed
this road already when the residents refuse initiatives at first. When we will
work on all fronts, explain everything, these attitude will begin to change. It
is important to start and work systematically”, said Ilsur Metshin, the Mayor
of Kazan.
According
to A. Lobov, today there are 471 container sites in the districts, 295 of them
belong to a large managing company, which organized separate waste collection
at 281 sites.
In the
Kirovsky and Moskovsky districts, only 23 HOA and HBC out of 167 managing
companies did not conclude agreements with the regional operator. In total, a
dual garbage collection (dry and wet waste separately) has already been
organized in 380 sites in the two districts, said Nail Minvaleev, the first
deputy head of the Kirovsky and Moskovsky districts’ administration. There are
32 houses with a garbage chute in the districts, and issues on their closingg
are being solved with the residents.
Since the
beginning of April, the work on the introduction of a separate collection of
MSW began in the Sovetsky district as well. There is only one house with a
garbage chute. Now 200 sites are re-equipped covering a population of nearly
130 thousand people. As part of the explanatory work, in addition to the staff
of the managing company, work is being carried out with the involvement of
students and eco volunteers, said Roman Fatkhutdinov, the head of the district.
There are
109 residential buildings located on the territory of the prefecture “Stary
Gorod”. There are 71 grounds for collecting MSW, with 226 containers installed
in them. 55 sites are serviced by the UC “Stary Gorod”, which is actively
introducing a separate collection of MSW, said prefect Marat Usmanov.
The Mayor
urged the heads of districts to develop a unified approach and structure for
financing the project. “It is clear that everyone will have their own numbers.
We need to know how to plan a budget”, said I. Metshin.
From the
beginning of the year, a new procedure for collecting municipal solid
waste began to operate in Russia.
According to the new law, the regional operator needs to sign contracts with
all waste generators, private carriers, waste processors, owners of sorting
stations and landfills.
Today 47%
of the housing stock in the capital of Tatarstan is transferred to a separate
waste collection. In total, 878 sites were prepared, this is 50% of their total
number in the city.
