May 14, Ksenia Shvetsova). Today, Sergey Bogatov, the head of the regulative
company for garbage collection in Kazan, told about the first results of work
at the meeting of the city headquarters on separate waste collection. Ilsur
Metshin, the Mayor of Kazan, held the meeting in the Executive Committee of the
city.
Preparations
for the new waste management system began in 2018 thanks to a project that was
launched in the Aviastroitelny district. Then it was possible to work out and
eliminate all the flaws before the separate collection began throughout the
city, reminded S. Bogatov.
Most of the
success of the project depends on the citizens and their desire to sort the
waste, believes the speaker. “The system is not only about buying garbage
trucks, containers, but also about the citizens to separate the garbage at home
and put it into right containers”, he said. “But the results are already there.
In 2-3 weeks after the installation of containers, 50% of the population begins
to separate garbage”.
Today, the
waste from all sites with containers for different garbage types is shipped
strictly to the waste sorting station. Trucks are tracked by the special
system. Due to the increase in the number of raids, the cost of transporting
waste from the regional operator increased by 30%.
Iskander
Giniyatullin, the deputy head of the Executive Committee, assured that the
citizens will not have such an opportunity to confuse with the new container
sites that will be organized in the city by the end of summer.
Often
citizens themselves break the plastic containers by throwing construction waste
in them in addition to the ordinary waste. “Plastic containers deteriorate when
bricks, concrete and other construction debris get there”, said S. Bogatov.
Ilsur
Metshin, the Mayor of Kazan, forwarded the question to Marat Nuriev, the head
of the managing company “Uyutny Dom”. “We ask residents to take out the garbage
by special trucks. But since they do not always cooperate, and we should not
allow the garbage to lie for a very long time, we take it out on our own and
then bill the owners”, said M. Nuriev.
Another
remark of the regional operator was about nets for collecting plastic bottles
installed in the city. “It is necessary to remove the nets where a separate
collection is implemented. They don’t belong to us, we don’t take them out and
our incomes are actually decreased”, said S. Bogatov.
Ilsur
Metshin did not agree with the need to remove the nets. “We have been teaching
people to throw plastic into them for years, and today we cannot just cancel
it. I cannot give such an order”, he said.
Iskander
Giniyatullin noted that the nets for collecting plastic in the yards will
remain. They will remove only those installed on container sites. “The nets
were installed by entrepreneurs. More than half of the yards were equipped with
them”, he said. “The revenue for the regional operator provides for revenues
from the sale of recyclable materials. Since the moment they are placed on the
site, they belong to the regional operator. But the nets are installed not only
on the grounds, but also in the yards. The municipality believes that it is
also necessary to support entrepreneurs who have invested their money in this
issue and are engaged in recycling. Therefore, they will remain, but we will
not put them on container sites”.
In conclusion,
S. Bogatov shared another problem. He noted that there is a problem with the
constant overflow of containers in the private sector, as construction waste is
brought there. “They even make money on it. Trucks throw away waste, take money
from people for garbage collection, and then make up to 10 raids a day”, said
S. Bogatov. “The responsibility is minimal, fines are low”.
Timur
Alibaev, the head of the Aviastroitelny and Novo-Savinovsky districts, also
spoke about this problem. He said that 24 container sites in the district were
equipped with video surveillance to detect illegal dumping of construction
waste.
“We have to
make coordinated decisions. Step by step, we must create conditions that will
not allow anyone to break them. Let's take more stringent measures”, concluded
the Mayor of Kazan.
Today 47%
of the housing stock in the capital of Tatarstan is transferred to a separate
waste collection. In total, 878 sites were prepared, this is 50% of their total
number in the city.
The UC
“PZhKKh” is a regional operator who is responsible for garbage collection in
Kazan and another 21 municipalities of the republic.
