April 22, Alina Berezhnaya). Since the beginning of April, 140 fires have been
registered in Kazan caused by the burning of dry grass. The special fire
protection regime is being introduced in Tatarstan from April 25 to reduce the
risks in the event of a wildfire. Ferdinant Timurkhanov, the head of the Civil
Protection Directorate of the Kazan Executive Committee, spoke about security
measures during this period at the Business Monday.
According
to him, populated areas located in the residential district Krasnooktyabrsky,
Novoe Yudino, Lebyazhie, Zalesny, Krutushka, Shcherbakovo, Goluboe Lake,
Petrovsky, Bolshie Derbyshki are in the risk zone of forest fires. In each
district, groups are created for the prevention of forest fires.

Timurkhanov reminded that the owners of the territories are responsible for the
safety of their plots. To prevent a fire-hazardous situation, they need to
pre-clean the area from dry branches, fodder and other potential “fuel”. It is
necessary to create a 10-meter buffer between the site and the forest, free
from objects of ignition, or to protect the property with a fire barrier of 0.5
meters.
The fire
regime will last in Tatarstan until May 10. During this period, you cannot burn
dry grass and garbage, cook food on the fire. It is forbidden to cook food in
the open air, and in forest-park zones and areas bordering the forest,
pyrotechnics cannot be used.
You cannot
burn fires on peat soils, in burned braziers, at wind speeds of more than 5
meters per second, leave fires unattended, burn combustible and explosive
liquids and objects in them.
“I would
especially like to note that the violation of fire safety rules in the
conditions of a special fire prevention regime entails the imposition of an
administrative fine. For citizens in the amount of from 4000 to 5000 rubles;
officials from 20000 to 40000 rubles; for legal entities from 300000 to 500000
rubles”, reminded F. Timurkhanov. He added that in order to prevent forest
fires, it is necessary to carry out preventive measures with the population. In
particular, extracurricular lessons on fire safety and forest protection should
be organized in schools before school holidays. Also during the two-month
period for sanitary cleaning, it is necessary to continue activities for
collecting and taking out garbage from the forest park area to solid waste
landfills, to strengthen control over the implementation of flammable and fire
works, and other activities.
Ilsur
Metshin, the Mayor of Kazan, instructed the main rescuer to keep the situation
under control. “I ask to pay close attention to the fire regime on the eve of
the May holidays. We can control the problem only when we treat it with full
responsibility. Rescuers should be fully prepared”, noted the Mayor of Kazan.
