I. Metshin about solving the shareholders' problems: “We passed half of the way”

(KZN.RU, December 20, Alsu Safina). Another house for 180 apartments in Rotornaya Street, 27d, in the residential complex “Symphony” has been delivered in Kazan. The construction of the house was completed in less than a year thanks to the creation of a housing and construction cooperative by shareholders. Ilsur Metshin, the Mayor of Kazan, inspected the object. At the meeting with shareholders, he said that this house had become the 15th object out of 30 problematic ones. “We passed half of the way”, marked the head of the city, speaking of the work that the city authorities are carrying out in solving the problems of deceived shareholders.

The construction of a 19-storey building begun in 2014, and it was supposed to take two years. However, the work was suspended at the stage of building the house frame due to the bankruptcy of the developer OOO “Fon-Riviera”. In November 2017, shareholders of a house at a general meeting voted to create a housing and construction cooperative “Vozrozhdenie-3” to get the house. To complete the construction, it was decided to pay 12 thousand rubles per square meter. This idea was then supported by more than 75% of shareholders. The contractor at the site was OOO “Briz”.

Earlier the same path was crossed by shareholders of the neighboring first house, they received permission to enter the object at the end of 2017.

The third house in the RC “Symphony” was supposed to be delivered in November of this year. At the end of August, the Arbitration Court of the RT granted the request of OOO “Fon-Riviera” to transfer the construction in progress to the “Vozrozhdenie-3”. However, this decision was appealed by one of the shareholders at home due to the disagreement of the adopted scheme. At the end of November, the Eleventh Arbitration Appeal Court of the Russian Federation (Samara) upheld the decision of the Arbitration Court of the RT dated August 31, 2018. Thus, the protracted process did not allow the house to be finished on time.

The Mayor of Kazan inspected one of the apartments of the new house. “Cozy, beautiful, good, and warm”, said I. Metshin. The head of the city congratulated the shareholders on the new home. They admitted that the news about delivering the house was a pleasant unexpected New Year gift for them.

“Together, we worked hard. We said we would finish in November. If one of your shareholders did not sue, we would have finished the house back in October”, said the Mayor. He added that Azat Nigmatzyanov, the first deputy head of the Executive Committee, and Andrey Belyakov, the director of the construction company “Briz”, did a great job.

In the third building of the RC “Symphony”, none of the shareholders were included in the register of defrauded ones, because at one time they had concluded only preliminary equity participation agreements. The sad experience of shareholders of this house serves as a good example for those who want to buy housing. “People have to learn. In fact, you are not-deceived shareholders, you have entered into preliminary participation agreements. But by the decision of Rustam Minnikhanov, the President of the RT, this house was included in the register”, explained the Mayor of Kazan. “People should legally competently approach the purchase of a house. It is better to spend another thousand rubles on a lawyer before paying and signing a contract to avoid such traps”.

Ilsur Metshin reminded that in the so-called first wave of deceived shareholders in the city, there were 74 problem objects. Solutions were found for all these houses until 2012. “I already hoped that there would never be deceived shareholders again. But because of the “Fon”, “Svei” and all these schemes, we got another 30 problem objects. We passed half of the way with this house”, marked the Mayor. He added that now the work is carried out at 5 sites.

The 4th house of the “Symphony” is scheduled to be finished in the summer of next year. Also next year, it is planned to put into operation the last house of the neighboring residential complex “Vozrozhdenie”. Azat Nigmatzyanov, the first deputy head of the Executive Committee, told the Mayor that a school project for 500 students was being selected next to the residential complexes, which will participate in the federal program. At the same time, issues of improvement, including road construction, are being worked out.
