August 9, Ksenia Shvetsova). Projects of construction and reconstruction on the
territory of the historical center of Kazan were considered today at a meeting
of the working group. Ilsur Metshin, the Mayor of Kazan, chaired the meeting
that took place in the City Executive Committee. All nine objects that were
discussed at the meeting will be transferred for consideration of the President
of the RT.
Opening the
meeting, the Mayor introduces Ivan Gushchin, the chairman of the Committee of
the RT for the protection of cultural heritage objects. He took part in the
meeting of the working group for the first time. The committee was established
on behalf of the President of the RT; it has a number of powers of the Ministry
of Culture of the RT, as well as the design of the development concept of the
historic center of Kazan.
Olesya
Baltusova, an assistant to the President of the RT, Svetlana Persova, the
deputy minister of Culture of the RT, Radik Shafigullin, the deputy head of the
Executive Committee, Evgeny Varakin, the head of the Office of the Executive
Committee, Tatiana Prokofieva, the chief architect of Kazan, Marat Usmanov, the
prefect of the “Stary Gorod”, and other specialists, as well as leading
architects of the city also attended the meeting.
Tatiana
Prokofieva presented nine projects of construction and reconstruction. The complex
of the Petzold brewery, built in 1905, and the administrative and residential
complex “Loft-quarter” Krasny Vostok”, located on Tukaya Street, №97, are among
them. The five-story complex will be designed for 165 apartments. As T.
Prokofieva noted, this project was repeatedly reviewed by the staff of the
Department of Architecture. As a result, it was deliberately decided to build
it in a modern style. “We had about 20 different options, we worked on this
project for a long time”, said the speaker.
The second
proposed project for the construction of an individual apartment house on
Fatkullin Street was decided to be submitted to the President after completion.
I. Metshin expressed the desire to make the project more interesting. Svetlana
Persova, the deputy minister of Culture, noted that it is usually necessary to
involve professional architects and not all owners are ready for this. “There
is a big problem with private developers. Many of them try not to attract
architects, they work independently. They believe they have the right to do so.
This issue needs to be addressed. I think we need to choose that path with the
development of standard objects, which we outlined earlier”, noted S. Persova.
The Mayor
noted that this issue was also raised at the Business Monday. He supported the
view that it is necessary to work more closely with private developers and
owners. “Many of them understand that this is the center of the city, they
provide sketches, and we are grateful for that”, said I. Metshin.
Another
project that was submitted for discussion by the commission is a complex of
multi-apartment residential buildings with built-in non-residential premises in
Shcherbakovsky Pereulok. “This project was repeatedly considered at the
urban-planning council. There were a lot of questions about parking and
improvement; all this was repeatedly refined. The final version of the project
was supported”, said T. Prokofieva. The Mayor also noted that the project has
significantly improved after the completion and urged the members of the
working group to support it.
In
addition, the members of the working group approved the projects for the
reconstruction of the administrative and office building at Glyadilov Street,
№53, the reconstruction of the fur factory on the street. S. Sadykova, 59, the
project of the chapel in honor of the icon of the Tikhvin God Mother in the
memorial garden on the site of the churchyard of the XVIII-XIX centuries under
the Tikhvin church, and others.
At the end
of the meeting, I. Metshin thanked the participants for their work on preparing
the city for the World Cup in football. “Guests, participants, organizers, the
president of FIFA, they all mentioned not only the cleanliness, improvement,
and hospitality in Kazan, but also the unique image of the city. You’ve done so
much work, dear colleagues from the architectural community. This work is
important to continue in the future”, said the Mayor.
