July 30, Ksenia Shvetsova). This year large-scale repair of kindergartens is
planned in Kazan for the first time. 18 establishments are planned to be
repaired at once. At the same time, old buildings of pre-school establishments
are badly worn out and require more extensive renovation in excess of the
standard list of works stipulated by the capital repair program. There is no
other city of the republic with so many old preschool establishments, said
Ilsur Metshin, the Mayor of Kazan, at the Business Monday.
Dmitry
Anisimov, the chairman of the Housing Committee, said that just this year the
program includes 22 educational facilities: 3 schools, 18 kindergartens, and
the building of a station for children and youth tourism and excursions. In
previous years, the main emphasis in the overhaul was done on schools. Thus,
134 schools were renovated in the city over 6 years of the capital repair
program. Only 15 kindergartens out of 309 affected the overhaul in
kindergartens. All kindergartens included in the program are in very poor
state, two of them are completely closed. Most kindergartens have prescriptions
of supervisors about unsatisfactory technical condition, noted the speaker.
The
development of the program for the overhaul of kindergartens was based on the
school overhaul program. Therefore, it includes 8 types of basic works with one
addition: a device for warm floors in nursery groups. However, the inclusion of
only these types of work in the program is not enough. “More construction works
are needed due to the enormous wear of buildings and high requirements for
putting objects into operation”, D noted. Anisimov. He added that the adjacent
territory requires renovation, it is also necessary to repair the economic
blocks. In addition, the program does not take into account the updating of the
material and technical base, which has deteriorated over the years of operation
and requires replacement. Furniture, inventory, small architectural forms are
not provided by the program. “All these goals require the allocation of additional
funds”, concluded the speaker.
For Kazan
included in the program of work is not enough simply because of the huge wear
and tear of buildings, said the Mayor in turn. In this regard, the capital of
Tatarstan is different from other municipalities. “The situation with
kindergartens in Kazan is incomparable with other cities. There are no such problems and this age of kindergartens
in other cities. We have institutions that are 80 years old. We reported to the
President of the Republic on the additional amount. Everybody understands this
situation for today. We hope there will be a solution, because it is impossible
to perform such amount of repair work without additional financing”, said I.
Metshin and thanked the leadership of the republic for the implementation of an
unprecedented program to update social facilities.
“We are
constrained in terms taking into account our workload and the line for
kindergartens. There are other difficulties, prescriptions of supervisory
bodies. However, we remember how difficult it was to start repairs in schools,
but we eventually gained experience and developed a good quality standard. I
hope that everything will be the same with kindergartens”, said the Mayor.
