(KZN.RU, April 17, Ekaterina Vislavskaya). All measures of social support were retained in Kazan in 2017, not a single program is closed. Ilsur Metshin, the Mayor of Kazan, announced this today during the XXV session of the Kazan City Duma. Deputies heard and approved a report on the budget execution of the capital of Tatarstan for the past year.
Irek Mukhametshin, the head of the Finance Department of the Kazan Executive Committee, made a presentation to the participants of the meeting. He said that in 2017, 148.9 billion rubles of tax revenues were mobilized from the city's territory to the treasury of the RT. It is 9.9% more than in 2016, a third of all revenues collected in the republic. The largest part is the income tax, personal income tax, and VAT.
The growth of own income in 2017 was achieved mainly due to personal income tax, personal property tax and proceeds from a simplified taxation system. Kazan occupies the second place among the cities with a population over one million in terms of the growth rate of the income of personal income tax.
Non-tax revenues of the city budget reached 2 billion 613 million rubles in 2017. Their main part consists of the use and sale of municipal property.
“Thanks to the support of the republic in the city in 2017, capital expenditures in the amount of more than 10 billion rubles were made. These expenses were directed to the development of urban infrastructure: 175 streets, 340 households, 244 apartment buildings, 22 educational institutions, 52 polyclinics, and 8 teenage clubs were repaired”, reported the head of the Financial Department.
Budget expenditures in 2017 reached 22 billion 655 million rubles. More than 70% of this amount falls on the socio-cultural sphere. 13 billion 466 million rubles was allocated to the needs in the direction of “Education”, and 740 million rubles – “Culture”. Expenses in the direction of “Physical Culture and Sport” amounted to 83 million rubles. 1 billion 156 million rubles was spent for the “Social Policy”. 1 billion 613 million rubles was sent to finance the housing and communal services of Kazan, of which 557 million is intended for the resettlement of citizens from the emergency housing fund and 81 million rubles for major repairs of apartment buildings.
Ilnar Nurgaliev, the chairman of the Control and Accounts Chamber of Kazan, said that the analysis showed that the report on the implementation of the budget as a whole complies with the norms and provisions of the budget legislation. “The planned indicators and indicators of cash execution for 2017 are consistent with the indicators approved by the decision on the budget for 2017 and indicators of the budget execution report for Kazan in 2017”, he said. Askar Kamaleev, the deputy permanent commission on budget, financial matters, local taxes and fees, reported that the deputies had analyzed interim reports on budget execution during the year. “Deputies of the budget committee propose to support the offered draft decision and approve the report on the implementation of the municipal budget of Kazan for 2017”, he said.
Summing up, Ilsur Metshin noted that the budget was executed in full. A considerable amount of funds was attracted from the republican treasury. “It should be noted that we managed to fulfill all our commitments and, most importantly, to preserve all measures of social support. No program has been closed”.
