I. Metshin: “Despite the calendar spring, we definitely will not have time to rest”

(KZN.RU, March 19, Ksenia Shvetsova). Employees of the Office of Administrative and Technical Inspection found 138 violations related to untimely cleaning of roofs. A well-established control system made it possible to exclude cases of damage to the health of citizens from snow or ice that had not occurred in the winter. Alfir Shamsutdinov, the head of the Office, told about the work of the OATI in the winter period at the staff meeting in the Executive Committee.

This winter season has become one of the most difficult for the Kazan communal services due to heavy snowfalls. The number of violations related to the state of the street-road network in winter increased by 26% compared with last year, 431 violations were revealed.

The OATI employees carry out control over observance of the Rules of City Improvement, including on winter maintenance issues. Administrative measures were taken 138 times just for untimely cleaning of roofs. “Work in this direction has its worth. Over the past season, there have been no recorded cases of damage to the health of citizens from the snow or ice”, noted A. Shamsutdinov.

The reporter also named subcontractors, who violated the Rules of City Improvement. OOO “EcoPromResurs”, OOO “Crystal”, OOO “ZhanFan”, OOO “Sursad”, OOO “Zhilservis”, OOO “Company Dorservice” are among them.

Remarks were also made regarding the content of residential buildings and yard territories that are managed by housing organizations. In total, 25 cases of unsatisfactory roof cleaning were revealed, 10 cases of snow storage in unidentified places, and 8 cases of non-cleaning of adjacent territories. According to A. Shamsutdinov, often the problem lies in the shortage of special equipment. “The biggest complaints were caused by OOO “Management Company “Zhilservis”, and OOO “Managing company “Uyut”, said the speaker.

More than 60% of all violations in terms of winter content recorded at the sites of commercial organizations. AO “Tander” stores “Magnit”, OOO “Agrotorg” supermarkets “Pyaterochka”, OOO “Apteki Povolzhya”, and others were repeatedly brought to administrative responsibility.

“Timely and high-quality winter cleaning of territories and roofs of buildings is the prevention of injuries of city residents”, A. Shamsutdinov marked and urged the citizens to inform specialists about the improper winter maintenance of the street-road network. This can be done through the service “Open Kazan”.

Ilsur Metshin, the Mayor of Kazan, urged for careful attitude to cleaning the street and road network. “Weather forecasters promise us snowfalls until the end of March. Despite the calendar spring, we definitely will not have time for slacking, and the tasks remain the same. We clearly saw what could happen with the untimely cleaning of the roofs from the snow by the example of the Kazan Aviation Plant. Fortunately, no one was hurt, the damage was only financial”, said I. Metshin. “Once again, I ask heads of the districts, management companies, and owners of the buildings to closely monitor these issues”.
