Iskander Giniyatullin, the deputy head of the Executive Committee and the chairman of the Housing and Communal Services Committee, reported to Ilsur Metshin, the Mayor of Kazan, about such a task set before the repair teams. This morning he arrived at the site to inspect the work progress on the analysis of structures and the restoration of heat supply in the neighborhood. Rustam Abdulkhakov, the general director of the “Kazenergo”, said the accident at the boiler room was due to ground movement under the influence of underground water.
As a result of the boiler house structures collapse at 3.25 am, heat supply was disrupted. There were 12 five-storey houses without heating. There was a partial collapse of the central part and roof of the boiler house on an area of 60 square meters. There were no injured or dead people. Only one person was in the building, at the moment of emergency, a boiler room operator. He reported the caving that had begun.
“We assume that the basement shifted now, due to the large difference in night and day temperatures up to 10 degrees, and unstable soils. And, as a result, the roof collapsed, overlapping”, explains the head of the “Kazenergo”. He added that the accident didn’t occur due to gas leakage or unstable boiler operation. Now, 5 brigades of the “Kazenergo” (about 50 people) are working at the spot.
Ilsur Metshin, the Mayor of Kazan, Denis Kalinkin, the head of the Executive Committee, Iskander Giniyatullin, the deputy head of the Executive Committee and the chairman of the Housing and Communal Services Committee, Marat Usmanov, the prefect of the territory “Stary Gorod”, and others quickly went to the spot. The Mayor examined the building of the boiler house, inspected the work on eliminating the accident, and talked with specialists. Iskander Giniyatullin reported to the Mayor that heat will be supplied to the apartments before the end of the day. The coolant is drained to avoid damage to the batteries. The state of technological equipment of the boiler house and the possibility of its further operation can be assessed after dismantling of damaged structures.
“The temperature in the premises are holding at 20-21 degrees now. It falls because the outside is cool and windy. Nevertheless, gas supply remained in the houses, there is hot water from the columns and more or less normal conditions”, he said.
In case the temperature in the apartments drops to an uncomfortable level for residents, temporary accommodation places have been prepared. There are 109 disabled people in 12 residential buildings, disconnected from heat supply, including 6 disabled people of the first category, who cannot walk independently. Experts visited each to find out if they needed help with food, medicine, or heating equipment. According to the latest information, they refused the help because the houses are still warm.
