Iskander Giniyatullin, the deputy head of the Executive Committee and the chairman of the Committee for Housing and Communal Services, reported on a change in the mechanism for implementing the program for overhauling housing and social facilities today at the Business Monday. From this year, the “Housing Fund of the RT”, a regional operator of an overhaul in the RT, will select the contractor organizations. In general, it is necessary to repair 296 apartment buildings and 49 social objects.
Ilsur Metshin, the Mayor of the city, noted the need for such a measure on the scale of the republic but urged district heads to closely monitor the work of contractors. “We do learn to breathe under water not for the first time. But I ask the heads of districts and the Committee of Housing and Communal Service to take this work under special control. If you notice any malfunctions, faults if you notice that this is not our pace, style, and quality of work, including communication with the population, we immediately inform the management of the fund about it, so there wouldn’t be any program fail. We have no right to reduce the level of trust of our residents. I would like to see the introduction of the new form go smoothly”.
According to I. Giniyatullin, investments in capital repairs from the republican and local budgets, as well as from the owners of premises in 2018 will amount to 1.922 billion rubles. The whole complex of works is provided in 175 houses, including the replacement of 44 elevators in 14 houses and the installation of 47 nodes of weather regulation in 41 houses. A short-term plan for the implementation of the program for overhauling houses is formed taking into account the analytics of the system “Open Kazan”, available to the citizens.
The head of the city called for adherence to the previous high rates of work and repair of social objects. As I. Giniyatullin said, all 134 schools older 1982 and 15 kindergartens were repaired in just 6 years in the capital of Tatarstan for a total amount of 3.4 billion rubles. In the current year, additional funds will be allocated to purchase the necessary technological equipment for the kitchens and repair of fences of educational institutions by the decision of the republic's leadership. In total, this year's program includes 20 facilities: a school, 18 kindergartens, and a station for children's and youth tourism and excursions, which was closed since 2012.
“The program for overhauling educational institutions, including kindergartens, is no less welcome than the program of overhauling polyclinics that started last year”, said I. Giniyatullin. The overhaul of polyclinics and other health facilities will also be continued.
According to the speaker, 8 teenage clubs will be renovated this year, after which their capacity will increase by 15%. The teenage club “Laser” will open in Derbyshki after repairs, which will be able to invite 700 children and adolescents. The Mayor noted that thanks to the overhaul of the teenage clubs, it is possible not only to cover more and more children of Kazan by leisure, for which clubs are opened in walking distance from home but also offer them many different services and opportunities for development. According to the results of this year, almost 45% of teenage clubs will be repaired in the capital of Tatarstan.
“We have worked out all the mechanisms before the automatism for 10 years of the program of the overhaul of the housing stock and social facilities. We have learned how to work. There is practically no house or social object, to which the citizens would have had some complaints after the completion of work”, said I. Metshin. “At each meeting, the citizens ask us to repair some new object. And our great asset is that we have the opportunity not just to promise but to call specific terms for any of the programs”. The head of the city also noted that such successes are primarily due to the attention of the republic's leadership to the issues most important for the residents.
“We will meet at particular facilities, watch the progress of each program. I ask the heads of the districts to weekly monitor this work and interfere in the design decisions. So we would not have 10 different objects repaired the same way by one contractor. We need to pay more attention, put more soul and heart into the overhaul of each object”, concluded the Mayor.
