480 apartments will be delivered in the RC “Symphony” and “Vozrozhdenie”

(KZN.RU, December 19, Alsu Safina). Ilsur Metshin, the Mayor of Kazan, inspected the completed house №1 in the residential complex “Symphony” today. In the next few days, the permission will be obtained for delivering this 180-apartment house on Rotarnaya Street. Azat Nigmatzyanov, the first deputy head of the Executive Committee, reported to the Mayor that one more house to 300 apartments will be delivered in the RC “Vozrozhdenie” by the end of the year.

The construction of RC “Symphony” was launched in October 2012 and then stopped due to the bankruptcy of the developer “Fon-Riviera”. The owners began to receive keys to the apartments of the house №2 in the RC in March last year.

According to Albert Kamaliev, the representative of the initiative group of shareholders of the house №1 in the RC “Symphony”, an agreement on the completion of the house was reached with Andrey Belyakov, the director of the CC “Briz”, in the beginning of June. Then the work was resumed at the site. As a result, the house was prepared for delivering in less than six months. At the same time, the work was being done to establish a building cooperative. In December, the Arbitration Court of the RT decided to transfer the construction to the building cooperative “Vozrozhdenie 1”, created by shareholders of the first house.

Azat Nigmatzyanov told Ilsur Metshin, the Mayor of Kazan, and Alexander Sidyakin, the deputy of the State Duma, who was also present at the meeting, that the building cooperative is being created for the third house of the RC “Symphony”. “There is no agreement on the fourth house, we are working on the roadmap”, noted A. Nigmatzyanov.

He also said that there will be one house for 300 apartments in the RC “Vozrozhdenie” by the end of the year. Another two houses, also for 300 apartments each, are planned to be delivered in 2018 and 2019.

“Thus, 480 apartments will be rented this year”, concluded the Mayor.

The first deputy head of the Executive Committee mentioned the infrastructure issues. So, there is a kindergarten on this territory, and also a site for the construction of a school for 400 pupils was reserved. “We will try to get into the federal program for 2019”, explained A. Nigmatzyanov.

Another important infrastructure issue is the road subject. According to the first deputy head of the Executive Committee, it is necessary to continue the road along residential complexes up to Shalyapin Street and also arrange a road to Pavlyukhin Street so this neighborhood to become self-sufficient one. Ilsur Metshin instructed to include these roads in the work plan for 2018 on intra-quarter passes and noted the importance of issues for this residential complex.

The head of the city expressed gratitude to deputies of the State Duma for the great work they are doing, including on lawmaking. “A lot of issues are being solved, this way we will forget about the concept of deceived shareholders in the future”, said I. Meshin. “We cannot resolve these issues at the municipal level without the laws and precise regulation of this market”.

Alexander Sidyakin marked that the defrauded shareholders are a common problem that affected everyone from the President of the country to the municipal authorities. “It seems that the work in the offices doesn’t give results immediately. In fact, the problem of shareholders is solved through many hours of meetings, working out solutions, through work, which sometimes is not visible”, he said. The deputy of the State Duma also drew attention to the fact that all the problematic objects of shared construction in the republic are complex, and that the city authorities and the leadership of Tatarstan are able to solve these problems.

The Mayor of Kazan confirmed that Rustam Minnikhanov, the President of the RT, is keeping this subject under special control, and the task to deliver six objects, which he set for this year, will be completed. “We are doing systematic work, we meet with shareholders. I hope that together we will win”, said Ilsur Metshin. He noted that there are no similar houses, and there is no common solution for all problematic objects. “Each house has a bunch of problems, and it is solved in a manual mode”, said the Mayor.

“We are glad that we were able to fulfill our obligations”, said Ilsur Metshin after inspecting the house at a meeting with shareholders. He congratulated the shareholders with the house-warming, which happened on the eve of the New Year. “You are good and active people”, marked the head of the city and thanked them for their patience.

Marcel Abdulkhakov, the head of the Housing Policy Department, Andrey Lobov, the head of the Vakhitovsky and Privolzhsky districts’ administration, and others also took part in the inspection.
