October 10, Anton Nozdrin). 12 projects of construction and reconstruction on
the historical settlement territory of Kazan were discussed today at the
town-planning council under the chairmanship of Ilsur Metshin, the head of the
capital of the RT. Tatiana Prokofieva, the chief architect of the city, presented
the projects to the participants of the meeting.

Prokofieva reminded that all projects were reviewed on councils earlier and
correspond to town-planning standards, after which she presented the solutions.
The first one to consider was the project of residential complex construction
at the intersection of streets Engels and Gladilov. According to the chief
architect, mid-rise buildings are planned for the first line, so the
proportions of the existing building are not disrupted. There will be high-rise
buildings further in the block. The members of the working group noted that a
corresponding social infrastructure, in particular, schools and kindergartens,
is also necessary for a residential complex. Tatiana Prokofieva noted that the
construction of the school is planned next to the residential complex. Ilsur
Metshin noted that this territory is progressive, and residential development
will give a start to the further development of the territory. The working
group approved the draft.
Also, the project
for the construction of a residential building on Taktash Street was presented.
The building will be located next to the Zakabannaya mosque. The building is
viewed not as an independent architectural object but as an object creating
surroundings of the mosque. There is a restriction on the height in this area,
so the house is planned to be made four-story. The chief architect presented 2
variants of the facade of the building. The Commission recommended both options
for further consideration.
During the
work, the members of the working group reviewed the project of restoration and
construction of the Petzold brewery plant on the territory of the complex.
Participants noted that it is necessary to substantially refine part of the
building, where residential houses are planned to be built since the buildings
will not fit into the surrounding architecture. In general, the existing
project without a residential part was approved.
Within the
framework of the meeting, the participants also considered projects for the
construction of a number of residential buildings and industrial premises on
the historic settlement territory.
