I. Metshin: “We will establish order systematically, no matter is it's center or the outskirts”

(KZN.RU, September 25, Anton Nozdrin). In 2017, about 25 illegal objects of the consumer market will be demolished in Kazan. The demolition of capital structures will begin already this week. 8 million rubles were allocated for work from the city budget. Ildar Shakirov, the deputy head of the Executive Committee, reported this today on the Business Monday in the Kazan City Hall.

He noted that entrepreneurs, who conduct their activities illegally, cause significant damage to the city's economy. They arbitrarily connect to the engineering networks, do not comply with the sanitary regulations and standards, and do not pay taxes. “We receive daily complaints from residents about such businessmen”, said I. Shakirov.

He noted that these objects are subject to demolition not only because of unauthorized seizure of municipal land but also due to the lack of permits from owners for construction, and non-compliance with the type of permitted use of the land.

For example, the owner built a three-story building for commercial activities with an area of more than 900 square meters in the village of Voznesenskoe on a plot of 10 acres designed for the construction of an individual residential building. “The facility was built without observing the norms and rules of urban development. Later, the owners planned to rent out premises for sale. However, there are no fire passages and parking lots to this object”, said I. Shakirov. The owner captured additional municipal land for his object in the Sovetsky district of the city. In the center of Kazan, a cafe combined with a store operates without obtaining a building permit.

“All owners were notified of the court’s decision in the manner prescribed by law. They were given the opportunity to independently dismantle but no one reacted. The Executive Committee will enforce the court’s decisions”, said Ildar Shakirov. The funds spent for dismantling will be recovered from the owners.

According to the deputy head of the Executive Committee, work on streamlining the consumer market facilities has been conducted in the city for several years. Last year, 42 illegal objects were demolished. The Committee on the Consumer Market is constantly working to generalize the court’s decisions on claims by both the structural units of the Executive Committee and the city prosecutor's office and identifies the objects to be demolished.

Ilsur Metshin, the Mayor of Kazan, reminded that this is a complex and ambitious task, the solution of which requires time. “We prove illegality for each object in a clear legal field, through the court’s decision, after which we give the owners the right to demolish these objects themselves. We will systematically set this order in all areas of the city, whether it's the center or the outskirts”, marked the Mayor.

The head of the city noted that the rules of building are regulated by federal legislation and their violations will lead to a threat to life and health of people. “We will not tolerate lawlessness! How else can we call it? They received a site for individual residential construction, so a residential house should it be. But someone has thought of building a three-story building for almost 1000 square meters without taking into account security, firefighting, parking! We will not allow endangering life and health of people. We will strictly enforce the regulation of the town-planning code”, said the Mayor of the city. Ilsur Metshin instructed to continue this systematic work through the prism of the execution of the law.
