I. Metshin about the land for large families: “The more important the program is, the more it’s complex”

(KZN.RU, September 18, Alsu Safina). 3491 large families have selected land plots during the period of the program of providing land to large families in the capital of Tatarstan. 488 Kazan families did it this summer. Ilsur Metshin, the Mayor of Kazan, noted at the Business Monday that 3500 families are a serious number. Nevertheless, there are still a large number of families in the waiting list, and work in this direction will be conducted step by step. “The more important the program is for us, the more it is difficult for implementation”, marked the Mayor.

The Mayor drew attention to the fact that the number of families with many children is growing at an impressive pace. “At the start of the program we had about 1 thousand families, today we have 10 thousand. This is pleasing, of course, but we have more responsibilities”.

Ilsur Metshin named the deficit of land among the problem moments.

“There are no lands in the municipality for such a large number of families”, said the Mayor. “But we are working, and the President and the Government of the RT are supporting us. WE are working very closely with the federal center and getting land from there. There is a rather large and complex procedure for re-registration of land from commercial structures, land surveying. The work doesn’t stop for a single day”.

Renat Galyautdinov, the chairman of the Land and Property Relations Committee, said that 6646 large families need land plots at the moment. More than 1 thousand ha of free land is required for them. “At the moment, we have slightly more than 4.2 thousand land plots, which will be distributed approximately until May-June next year. The deficit is about 2.5 thousand plots of land. The work on them continues”, he said. According to him, it is planned to begin the distribution of land in the residential area of Bolshie Derbyshki and Dachnoye rural settlement of the Vysokogorsky municipal district at the end of November. Be the agreement with the President of the RT, the plots in Bolshie Derbyshki are distributed among families of 4 or more children.

He also said that an additional area of about 1600 ha is currently being considered in the Vysokogorsky district.

The issue with the infrastructure of land plots is still standing: the construction of access roads, the laying of a gas pipeline or sewerage and provision of electricity. “Unfortunately, there is no solution for sources of financing infrastructure”, said Ilsur Metshin. “We have been discussing for a number of years about the need for the same program as the overhaul, which would be financed by the federal, republican, and municipal budgets. Some funds could be invested by the participants of the program”.

The Mayor of Kazan thanked the network companies, which manage to carry out part of the work within the framework of investment programs.

The Chairman of the Committee for Land and Property Relations said that the OAO "Network Company" performed works on electricity supply to the territory located east of the village of Kaymary in the Chernyshevsky rural settlement of Vysokogorsky district within the framework of the investment program for 2015-2019. This will provide electricity for all land. Work on electricity supply to the north of the village of Sokury in Laishevsky district is planned in 2018.

Thanks to the arrangement of roads and the provision of electricity supply, plots in the territory near the village of Kaimary began to be developed. R. Galyautdinov said that 61 sites are being developed there. 22 capital constructions have been erected, in particular, 2 houses have already been completed, 29 non-capital constructions, such as garages and wooden structures, have been built, and 10 foundations are made. Only 26 sites are done in the village of Sokury: 3 capital facilities are built, 19 non-capital structures are placed, and 4 foundations are made.
