I. Metshin: “We are expecting a new attitude and a level of work from doctors in the new conditions”

(KZN.RU, September 13, Anton Nozdrin). The construction of the city polyclinic №21 on Zorge Street, №103 in the Privolzhsky District of Kazan is entering the final stage. The works should be completed by the end of September. The institution will become a consultation and diagnostic center, in which there will be a women's consultation, an oncology center, a department for the rehabilitation of patients. Ilsur Metshin, the Mayor of Kazan, inspected the progress of the work. He checked the building and instructed to conduct trainings for medical personnel to improve the quality of service.

Ildar Zakirov, the acting head doctor of the medical institution, said that the polyclinic was opened in 1987. Currently, the institution is located in two buildings on the first floors of residential buildings on Zorge Street, №121 and Gabishev Street, №5. He said that the polyclinic serves more than 60 thousand residents of the Gorki-2 micro-district and the settlements of Salmachi, Vishnevka, Vostochny, Plodopitomnik, and Altan. It is planned that the population serving will increase to 83 thousand. "This building will be designed for 950 visits per shift, including 200 visits to a women's consultation. Such services as mammography, fluorography, endoscopy, ultrasound diagnostics, electroencephalography, and much more will function here", noted I. Zakirov.

 He said that the women's consultation will appear in the building, and more than 35 thousand women living there will be able to attend it. Currently, there is no consultation in the nearest micro-districts. Also, the rehabilitation center will be provided. According to Ildar Zakirov, it will include hydro-rehabilitation in the pool with special equipment for the low-mobility groups of the population, gyms, mechanotherapy.

The oncology center will open in the building of the polyclinic, a branch of the Republican Oncology Dispensary. According to I. Zakirov, there are no such centers in other institutions, but only primary oncology rooms, where non-core specialists conduct the reception. Oncologists will work in the center. Ilsur Metshin noted that it is necessary to implement this practice in other areas. The head of the city instructed Ilnur Khalfiyev, the head of the Health Department of the Ministry of Health of the RT in Kazan, to set such centers in the project of new polyclinics under construction.

 Ildar Zakirov said that the project “Friendly polyclinic is a Tatarstan standard” will be implemented. He explained that there will be a convenient reception, in which patients will be able to get the necessary information. Infomats will appear in the building. It will be possible to make an appointment with a specialist both through the reception and through the call center.

 Ilsur Metshin called the implementation of the project “Friendly polyclinic is a Tatarstan standard” an important point. “There must be a new content. We expect a new attitude and a new level of work from the doctors with the conditions that are created for patients and staff”, said the Mayor of Kazan. At the same time, he noted that it is necessary to introduce this practice from the first day of work. “There should be no stalling. Everything should be realized from the first day of work. People must come and see a new level of service. It is possible in such conditions”, marked I. Metshin.

 Ildar Zakirov noted that even now, trainings with medical personnel are conducted. The Mayor instructed to hold such studies with all specialists, from the leaders to junior medical staff.

Ildar Zakirov also voiced another problem. The existing parking lot near the center building will not be enough for all patients. The Mayor instructed Andrey Lobov, the head of the Vakhitovsky and Privolzhsky districts’ administration, to work out the question of expanding the parking lot.

 At the end, I. Metshin marked that much attention is paid to the health care system in Tatarstan and its capital. He reminded that an unprecedented program of polyclinics overhaul is being implemented in the republic on the instructions of Rustam Minnikhanov, the President of the RT. “After the program, there is no doubt that the conditions will be appropriate, worthy of the residents of Kazan”, concluded the Mayor.
