June 26, Anton Nozdrin). The project works on 53 buildings of polyclinics,
which will be overhauled in the framework of the republican program for the
modernization of primary health care, are being completed in Kazan. Also, the
implementation of the project “Friendly polyclinic” continues in the city. The
organization of the office “Healthy childhood” is planned, which will help to
differentiate the flow of healthy and sick children. Ilnur Khalfiev, the head
of the Health Department of the Ministry of Health of the RT for Kazan,
reported in detail about the changes, planned in the city's health care sector,
today at the Business Monday in the Executive Committee.
He noted
that the republican program includes the repair of such large polyclinics as
the city polyclinic №10 (serves 91 thousand inhabitants of the Novo-Savinovsky
district), the city polyclinic №20 (serves 79 thousand inhabitants of the
Sovetsky district), the polyclinic №18 (serves 70 thousand inhabitants of the
Privolzhsky district), and others.
I. Khalfiev
said that all children's polyclinics are included in the plan for an overhaul
(5 in the Kirovsky and Moskovsky districts, 7 in the Novo-Savinovsky and
Aviastroitelny districts, 6 in the Sovetsky district, and 5 in the Vakhitovsky
and Privolzhsky districts). As for the adult polyclinics included in the
program, 8 facilities are located in the Moskovsky and Kirovsky districts, 5 in
the Novo-Savinovsky and Aviastroitelny districts, 8 in the Sovetsky, and 9 in
the Vakhitovsky and Privolzhsky districts.
The head of
the department reported that after the detour of Denis Kalinkin, the head of
the Executive Committee, and the deputies of the Kazan City Duma, heads of
district administrations and managing companies were instructed to consider
issues, related to the improvement of the territories of institutions. In
particular, to ensure the organization of parking in buildings, repair roads,
the organization of high-quality street lighting, and landscaping adjacent
territory.
Also, some
medical equipment for polyclinics will be provided within the program. “First
of all, it is equipment for diagnosing cardiovascular and oncological diseases,
for those are the main causes of mortality of the population”, said I.
Khalfiev.
The
implementation of the project “Friendly Polyclinic is Tatarstan Standard” will
continue in Kazan, as well as in the whole republic. According to the head of
the department, its main tasks are to increase the availability of primary
health care to the population, increase the efficiency of medical personnel,
and improve the quality of medical care and population satisfaction. I.
Khalfiev noted that the city polyclinic №18 became a pilot institution in the
project. As a result of its implementation, the entry to the doctor on duty
became more accessible, the time for receiving one patient by the therapist increased,
and staff productivity increased by 20%.
“Friendly
polyclinic” will be gradually introduced into all organizations providing
primary health care. A special methodical manual with the stages, requirements,
goals, and objectives of the project is developed to standardize the approach.
Another
innovation is the organization of the office “Healthy childhood”, which is
planned to differentiate the flow of healthy and sick children. According to I.
Khalfiev, healthy children will be received there on all issues, and
certificates, sanatorium cards, preferential recipes, etc. will be issued.
Ilsur
Metshin, the Mayor of Kazan, noted that more than 80% of the population turns
to primary medical care. Therefore the comprehensive modernization of 53
polyclinics is a huge step forward in the health care of Kazan. According to
the Mayor, by to the order of the President of the RT, the health care sphere
of the city will pass from old-fashioned polyclinics to new standards.
The Mayor
instructed to pay attention to the work of the renovated institutions. “There
is no doubt that all conditions will be created. But it is necessary to pay
attention to the quality of patient treatment, how updated polyclinics will
operate”, marked I. Metshin and noted that the city has much to strive for in
this direction. “We need to keep one of the main projects in focus before its
implementation is finished”, summed up the Mayor.
